synopsis announces a Request for Proposal (RFP) to provide for the
Design, Test, Fabrication and Assembly of Electronic and Mechanical
Hardware technical support to U.S. Army Aviation and Missile Command
(AMCOM) and Department of Defense (DOD) through the System Engineering
and Production Directorate (SEPD), Missile Research, Development and
Engineering Center (MRDEC), AMCOM. The contractor shall perform the
following efforts to support SEPD's electronic and mechanical hardware
design, test, fabrication and assembly facilities: 1) The contractor
shall develop design concepts for new and the upgrade of existing
electronic hardware. 2) The contractor shall design/layout printed
circuit boards (PCBs) and other electronic assemblies from engineering
sketches and schematics. 3) The contract shall develop mechanical
designs and/or concepts of housings, chassis, fixtures, jigs, tools,
and other mechanical assemblies. 4) The contractor shall model,
simulate and analyze electrical and or mechanical designsof electrical
circuits and/or mechanical assemblies. 5) The contractor shall develop
and integrate software code as required for the function of integrated
circuits, circuit card assemblies and electronic assembles. 6) The
contractor shall establish and perform quality assurance programs to
include acceptance testing or electronic and mechanical hardware as
described in and associated with the SOW. 7) The contractor shall
perform all steps and processes necessary to fabricate and assemble
electronic and mechanical assemblies to include new and existing
missile, aviation and tactical ground systems. 8) The contractor shall
develop and compile electronic and mechanical schematics and drawings
in accordance with DI-DRPR-81003A of concepts and quality assurance
provisions to be used for the development of electronic and mechanical
hardware. 9) The contract shall compile parts and materials lists,
acquire parts and materials necessary to perform all task and maintain
inventory control of all parts, equipment and supplies in accordance
with DI-ILSS-81359. This requirement will be issued as a COMPETITIVE
8(A) SET-ASIDE. A Cost-Plus Fixed Fee type contract is contemplated as
a result of this solicitation. The solicitation will include
provisions for restricting Organizational Conflict of Interest.
Estimated release date of the RFP is on or about 111999. Interested
offerors must submit a written request to Commander, U.S. Army Aviation

Room B139, Redstone Arsenal, AL 35898. Receipt of proposals will be
restricted to the United States and its territorial contractors who
