The U.S. Department of Energy, Idaho Operations Office (DOE-ID) intends
to issue a Request for Proposal (RFP) for testing activities to support
the U.S. Postal Service's light-duty mail-delivery electric vehicle
acquisition. DOE's Field Operations Program (FOP) has agreed to test
several of the electric vehicles procured by the U.S. Postal Service.
The vehicle manufacturer and the vehicle specifications are not known
at this time. It is anticipated that the vehicles will be available for
the inception of testing during the winter of 1999/2000. This contract
does not include the procurement of electric vehicles. It is limited
to the evaluation and adaptation of established testing procedures,
creation of specific test plans based on the adapted test procedures,
and the testing and evaluation of the light-duty mail-delivery electric
vehicles procured by the U.S. Postal Service. The FOP's established
Baseline Performance (EVAmerica) and Accelerated Reliability test
methods and procedures are to be copied and used to create modified and
adapted testing procedures that are specific to the testing needed to
accommodate the uniqueness for the U.S. Postal Service light-duty
mail-delivery electric vehicle and its prospective service drive cycle.
Proposals are due to this office no later than 3:00 MST on December 1,
