The Naval Research Laboratory has a requirement for research and development services in the areas of optical sciences including laboratory measurements, analysis of optical devices and systems, the investigation and use of non-linear phenomena and laser systems, the characterization of electro-optical and semi-conductor materials, devises and sensors, and the development of advanced Navy electro-optical sensors and signal processing. The period of performance for this effort will be five years (60 months). The contractor's personnel shall have a SECRET clearance to do the above stated work. This requirement is a 100% set-aside for small business (SB) concerns. If adequate interest is not received from SB concerns the solicitation will then be issued as open to al business concerns. The deadline for receipt of proposals shall be on or about 30 days after issuance of the RFP. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
