The National Institute of Standards & Technology (NIST),
Electromagnetic Technology Division, Superconductor Interfaces and
Transport Measurement Group proposes to negotiate on a sole source =
basis contract under the authority of 41 U.S.C. 253(c)(1) with Dr. Yizi
Xu = for work on NIST=92s High-Temperature Superconductor Interface
Resistance Noise Project. Specific tasks of the project are as follows:
(1) Systematic measurements of low-frequency noise in high-temperature
super-conductor YBCO/Au junctions. (2) Analysis of YBCO/Au
tunnel-junction conductance data and low-frequency noise data to
establish interface conduction model. (3) Study of the effects of
interface defect states on tunneling and on low-frequency noise
properties. (4) Prepare documentation of experimental setups and
procedures. (5) Provide training to co-workers on Lab VIEW programming
to build a knowledge base of the computer-based data acquisition
environment. Dr. Xu started this project two-and-half years ago as a
postdoc in the Professional Research Experience Program at NIST and the
University of Colorado. Successful completion of the project requires
= a strong background in electron tunneling and low-frequency noise in
tunnel junctions, high-temperature superconductors, a deep =
understanding of the role of interface defect states in tunneling and
hopping conduction, and five-year or more experience in the Lab VIEW =
programming environment. This procurement is being conducted per FAR
Part 13, Simplified Acquisition Procedures. This synopsis is issued for
information only. No competitive solicitation is planned. No award will
be made on the basis of requests in response to this notice.
Information submitted in response to this notice will be used solely to
determine whether or not use of competitive procedures to fulfill this
requirement would be in the Government's best interest and must
address qualifications pertinent to this requirement. Terms and
