Commercial Items Procurement in accordance with instructions prescribed
in Federal Acquisition Regulation (FAR) Part 12, for which, a
solicitation will be issued. The Louis Stokes Cleveland VA Medical
Center intends to solicit, on behalf of the Chief Information Office
(CIO) National Training & Education Office (NT&EO) of the Veterans
Health Administration (VHA), the services of a private contractor to
provide, conjunction with relevant Implementation and training services
staff, a new Information Technology System (ITS) implementation rollout
process. The contractor shall also produce and provide an "assessment
and deployment strategy tool" to enable ITS project managers to tailor
appropriate features of ITS rollouts to the specific and unique needs
of the particular rollout at VHA care delivery facilities while
adhering to a consistent, standardized rollout process. The contractor
shall further assure that relevant ITS project managers become
proficient in the use of the new IT implementation rollout process and
the assessment and deployment strategy tool. Services shall be
performed in Six (6) phases, with deliverables due to VHA in each
phase. The following evaluation factors, which are listed in descending
order of importance, will apply: 1) Demonstrate an understanding of the
ways in which virtual, distribute organizations (like VHA) are
different from other organizations in their needs regarding information
technology (IT). 2) Evidence of being current in thinking about
diffusion and adoption of IT in large organizations. 3) Evidence of
having worked with large, multi-campus health care organizations at the
health care provider level in the area of IT. 4) Demonstrate experience
with organizational assessment tools used with "end users" in the area
of information technology. 5) Evidence of being current in the IT
rollout literature. 6) Evidence of awareness and knowledge, at a
sophisticated level, of the current issues and problems affecting IT
rollouts in large health care organizations. This is a 100% Total Small
Business Set-Aside. The Standard Industrial Classification (SIC) Code
for this acquisition is 7379 and the Small Business Size Standard is
$18.0 Million. All requests for solicitations must be in writing to the
