THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is 1PI-R-1484-00 and this is a Request for Proposal (RFP).The Standard Industrial Code (SIC) Code is 4953. Proposals are due in this office Wednesday, December 01, 1999 at 1:00pm EST. This contract will be for the removal and disposal of waste water, sludge, and descaler solution from the three-stage wash tanks at the UNICOR Milan, Metal Factory at Milan, Michigan for a period of three years with termination possible if evaporation systems become available. There are two (2) wash tanks. The first holds 5,100 gallons of liquid. The second 2,700 gallons of liquid. The gallons disposal will be as follows: Tank-In Gallons Capacity Liquids Sludge/Rinsates Paint A Wash Tank-Iron phosphate/sludge 5100 4000 3000 Descale Disposal 5100 6000 N/A Paint B Wash Tank-Iron Phosphate/Sludge 2700 1700 2000 Descale Disposal 2700 4000 N/A These quantities are estimates only and are given for pricing purposes only. Actual volume of truckload will be stickered and signed for prior for leaving the institution. Pricing should be submitted for each tank separately with transport included. Prices submitted shall be three fold for each tanker: HOURLY PRICE PER TANKER; PRICE PER GALLON LIQUIDS; AND PRICE PER GALLON ON SLUDGE. Work is to be performed on each wash tank every three months. Work is not to be performed on both tanks in the same month. Dates will be set up once the contract is awarded. The contractor will provide the necessary personnel, equipment, and supplies to remove waste water from the iron phosphate wash tanks. After all liquid and sludge is removed from the tank, UNICOR will introduce a descaling compound into the system which will be allowed to react overnight. The descaler, which will be of all liquid content, will then be removed and disposed. Waste Management Compliance: UNICOR'S Material Safety Data Sheets are on file and available upon request. The contractor will prepare samples taken of the iron phosphate and sludge for verification of non-hazardous disposal. Samples and analysis have been completed on the descaler for non-hazardous disposal and are available upon request. The contractor will provide waste profiles and analysis to the waste disposal treatment facility to obtain approval and corresponding Generator Identification Numbers. This must be done prior to the first disposal. The Generator Identification Number will then be valid for a period of three years. The contractor will provide names of the most cost effective disposal facility. The contractor will generate the Uniform Hazardous Waste Manifest per state requirements. UNICOR will ensure that pH levels are monitored per waste disposal requirements. The contractor shall adhere to all Local, State, Federal regulations for handling material and proper disposal. Normal security restrictions and work schedules apply. Due to the requirements of local waste disposal sites and for a mutual understanding and agreement to fluids/sludge being transported; UNICOR Milan must make it mandatory that the prospective vendors have samples and Th representative analytical of both the iron phosphate, the sludge, and the descale solution for proper labeling and disposal. Since this solicitation is re-solicited from a recently cancelled solicitation; vendors may already have samples on hand and only need to prepare analytical to verify. A day site visit will be arranged for all interested parties prior to the proposal opening date and time. The contractor shall obtain current waste sample and submit analysis; obtain waste disposal approval and Generator Identification Numbers for state compliance to Michigan waste disposal guidelines; pump waste from wash tanks, including sludge contents and transport for disposal; return the following day and pump descaler and transport for disposal; and prepare Waste Management Manifesto for State of Michigan compliance. The COTR for this contract is Robert Stitt, Quality Assurance Manager, Milan, Michigan. Services will be performed at UNICOR, 4002 Arkona Road, Milan, Michigan. The Government reserves the right to make award on the initial offer received without discussions. The proposal must include the company name, address, telephone number, technical description of the items being offered in sufficient detail to evaluate in compliance with the requirements in the solicitation, prices, and a completed copy of Representation and Certifications-Commercial Items and acknowledge all amendments, if applicable. Offeror will hold prices firm for 60 calendar days from the date specified from receipt of offers. If the offer is not submitted on a signed form SF1449, submit on Company letterhead a statement specifying agreement with the terms and conditions of the solicitation. Offers that fail to furnish required representation and certifications or reject the terms and conditions of the solicitation may be excluded from consideration. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offer specified expiration time, the Government may accept an offer or part of an offer after its receipt unless a written notice or withdrawal is received before award.
