This is a presolicitation notice for a request for quotations for a performance based service contract. The successful contractor(s) will travel to designated mountainous survey sites and take snow, precipitation, and other related measurements in accordance with the rfq. The sites can only be accessed by snowmobiles or helicopters. The contractor(s) have a six-day window each month to complete the surveys. The contractor(s) will report the data back to the contracting officer's representative. The contractor will be paid based on whether the specifications were exceeded (110% of the quote per survey), met (100% of the quote per survey), or not met (90% of the quote per survey). The government will only pay for surveys that are completed. The surveys are grouped into 5 groups around western Montana. Contracts will be issued to the contractor(s) providing the best deal to the government. There are two one-year renewal options for the govenrment based on performance. The contractor(s) have the right to refuse the renewal option. Contractors are required to have completed satisfactorily training in snow sampling and winter survival portion of the Westwide Snow Survey Training school at Danels Summit Lodge, near Heber, Utah, scheduled for january 9 -- 14, 2000 or equivalent.
