The U.S. Air Force seeks potential sources under OMB Circular A-76 Cost Comparison Studies for the Management/Performance of 24 hours, 7 days a week Transient Aircraft Services at both RAF Lakenheath and RAF Mildenhall in the United Kingdom. Transient Aircraft Services include, but are not limited to Management Control Services, Arrival Services, Replenishing Services, Departure Services, Emergency Services, Special Event/Exercise Services. The contractor shall achieve the performance objectives described in the Statement of Work and is empowered to use best management practices that enhance contractor performance through innovative techniques that result in no grow, slow growth cost to the Government. The government is seeking sources who can provide all of the requested services, and any information concerning commercial statements of work/specifications currently in use by industry to perform similar or related functions. The subsequent solicitation issued to obtain offers for comparison purposes will not result in a contract if government performance is determined to be more advantageous. Award will be for one basic year with the possibility of four optional years.
