MA.Wright@ferc.fed.us. The Federal Energy Regulatory Commission (FERC)
intends to procure National Environmental Policy Act (NEPA)
Post-Certificate/Licensing Compliance Activities for the period
beginning January 3, 2000, with a base period of three (3) years and
two (2) one-year option periods. Several contracts may be awarded.
Individual task orders for specified work will be issued competitively.
The primary purpose of this contract is to procure gas pipeline related
compliance activities and any potential hydro-related requirements not
completed under FERC's main hydro-power contract. Work under this
contract will be primarily gas related and FERC expects that the same
Contractor(s) capable of completing the gas-related compliance work
will have enough experience to complete any hydro-power requirement
which may arise. Work will be performed for FERC's Office of Pipeline
Regulation/Office of Energy Projects and include post-certificate and
post-licensing environmental compliance related activities. Work
performed under this acquisition will be issued on a task order basis
and will cover support services, products and participation in
activities related to post-certificate NEPA-related compliance
activities, which may include, routine on-site construction and
restoration inspections, emergency inspections, damage assessments,
enforcement related studies and/or inspections, or similar
post-certificate field activities, studies or reports. For certificated
gas pipeline projects, the Contractor will, at a minimum, be expected
to perform construction and restoration on-site compliance inspections
under the following applicable environmental requirements: Section
7(c) Certificated Projects, Section 2.55 Replacements, Section 157.207
Projects, and Section 311 Projects. In addition, the Contractor may be
asked to prepare, schedule and present gas-related training courses as
follows to familiarize the industry with FERC's environmental
requirements and procedures: Environmental Compliance Seminar (2-days),
Environmental Report Preparation Seminar (1-day), and Cultural
Resources Seminar (1-day). FERC intends to award by January 3, 2000,
without discussions. However, FERC reserves the right to conduct
discussions, if necessary. Again, the total term of the contract will
consist of a basic period of three years with two one-year option
periods. Option periods shall become effective solely at the discretion

D.C. 20426 . The Request for Proposal is expected to be available by
Monday, November 15th. Proposals are due to the FERC 30 days after the
Request for Proposal (RFP) is issued. Only one request is required.
Vendors on the mailing list need not request a copy of the Final RFP.
All requests for copies of the RFP should include the following
information: Solicitation Number; Company name; Company street address;
Point of Contact's Name; Point of Contact's Phone Number; Point of
Contact's Fax Number; GSA Contract Number if applicable. All
responsible sources are encouraged to respond, and interested
contractors offering identical or equivalent services must identify
their interest and fully document their capability to meet the agency's
requirements by forwarding a detailed response within thirty (30) days
of this notice. All responses must be in writing to the attention of
