synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION: PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. Solicitation No. 00Q013 is issued as
a Request for Quotations. All references to "offers" are understood to
be "Quotations". The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
No. 97-13. This action is a 100% small business set-aside. The
associated SIC Code is 7381; and the small business standard is $9.0
million over the last three (3) years. The U. S. Secret Service (USSS)
has a requirement for Fingerprint related services. Specifically,
fingerprint development services are needed utilizing USSS established
protocol, and comparison and identification of latent prints.
Assignments shall be completed within three (3) hours and at a minimum
of 2.5 assignments per workday. Services shall be provided on "an as
needed" basis between the hours of 6:00 AM and 6:00 PM, Monday through
Friday. Services shall be provided from date of award, for a period of
one (1) year or until funds are expended. A workstation with all
necessary supplies and equipment will be provided by the USSS. Travel
is not anticipated. Evaluation Procedures-The Government will award a
purchase order(s) resulting from this RFQ to the responsible offeror
whose offer conforms to the solicitation and is most advantageous to
the Government. The following factors shall be used to evaluate offers:
Technical capability of the offeror to meet the Government requirement,
price, past performance, small business status. Technical proposal
shall include a capability statement, past performance and offerors
small business status. Prospective contractor shall submit a list of
all present and past work performed similar to the requirements of this
RFQ under contracts to Federal agencies occurring in the last ten (10)
years, to include names, addresses, points of contact, telephone
numbers, contract numbers, date of contract(s), and actual performance
dates. Prospective contractor shall be able to pass a full background
security clearance at the Top Secret Level. Offeror's technical
proposal shall be evaluated on a pass/fail bases on information in your
proposal that addresses the requirements of this RFQ and that offers
the greatest value to the government. Price proposal shall include a
fixed hourly rate: CLIN 001, Three (3) Fingerprint Specialists, 1000
hours (per specialist, not to exceed 3,000 hours total. The government
reserves the right to make several awards as a result of this
synopsis. Payments. The Government will make any and all payments via
electronic funds transfer through the Automated Clearing House (ACH)
Payment System. Award is anticipated within ten (10) days after receipt
of proposals. Firm-Fixed priced purchase orders are anticipated as a
result of the RFQ. All responsible, small business sources may submit
a proposal that shall be considered by the USSS> The following

cited in 52.212-5 that apply to this acquisition are: 11, 12, 13, 14,
15, 16. Offerors must include a signed copy of the Representations and
Certifications (FAR 52.212-3) with their offers. Copies of the
