Naval Aviation Systems TEAM has a requirement for Logistics Information
Management Support Services in support of the AIR-3.6.2 Logistics
Information Systems Competency. This includes services to provide
logistics information systems services for the life cycle support of
the Naval Aviation Logistics Data Analysis Integrated Data Environment
(NALDA IDE) including functional support, program management,
operations and maintenance, systems administration, data
administration, web support, telecommunications, and quality assurance.
It also includes logistics information systems support for Automated
Maintenance Environment (AME) and Metrology Automated System for
Uniform Recall and Reporting (MEASURE). A Draft Statement of Work is

of Work documents on this website are to be considered draft only, and
are not part of the Request for Proposal (RFP). Services will include
providing support at the following locations: Naval Air Systems Command
(NAVAIR), Patuxent River, MD; Naval Air Warfare Center Aircraft
Division (NAWCAD), Patuxent River, MD; Naval Air Warfare Center
Aircraft Division (NAWCAD), Lakehurst, NJ; Naval Air Warfare Center
Weapons Division (NAWCWD), China Lake, CA; Naval Air Warfare Center
Weapons Division (NAWCWD), Point Mugu, CA; Naval Air Warfare Center
Training Support Division (NAWCTSD), Orlando, FL; Naval Aviation Depot
(NADEP) Cherry Point, NC; NADEP Jacksonville, FL; NADEP North Island,
San Diego, CA. Naval Aviation Technical Data & Engineering Services
Command (NATEC) San Diego, CA; Metrology Automated System for Uniform
Recall and Reporting (MEASURE) Operational Control Center (MOCC), San
Diego, CA; Metrology Automated System for Uniform Recall and Reporting
(MEASURE) Operational Control Center(MOCC), Norfolk, VA. Offerors will
be required to provide off-base office spaces within commuting distance
of the NAVAIR/NAWCAD, Patuxent River, MD, site. Services are required
for a base one-year period plus four one-year option periods,
performance to commence on or about March 2000. The Government will
also include the option provisions in FAR 52.217-8. Estimated Work
Years are as follows: Base year, 116 Work Years; Option Year One, 116
Work Years; Option Year Two, 116 Work Years; Option Year Three, 116
Work Years; Option Year Four, 116 Work Years. Each Work Year equals
2,080 hours. It is anticipated that solicitation N68335-00-R-0107 will
include single award provisions and result in a single cost plus award
fee contract. As part of the Phase II Evaluation Process, oral
proposals may be required under this solicitation . The Government will
award a contract resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, cost or price and other factors
specified elsewhere in the solicitation, considered. This solicitation
is being issued on an unrestricted basis. This requirement is being
classified under SIC Code 8711 ($20.0M). The single award will have a
minimum guarantee of $400,000.00 of the base year of the contract. The
solicitation will be made available on the internet in Word 6.0 format
and will be made available on the Home Page at:

solicitation will also be made available at the AIR 3.0 Team Logistics
website at http://www.nalda.navy.mil/teamcontract. No solicitations
will be mailed and no hard copies of solicitations will be made
available. Responsible sources are advised to monitor the two web sites
listed above for RFP release and RFP amendments, as necessary. The
estimated release of the RFP is 17 November 1999. Phone, fax or e-mail
requests for RFPS will not be accepted. A pre-proposal conference will
be held approximately 15 days after release of the RFP. The location
and details regarding the pre-proposal conference will be stated in the
RFP. All responsible sources may submit a proposal which shall be
