Department of Education (ED) intends to issue enter into a sole source
contract for one base (1) year and four (4) option periods with The
National Student Clearinghouse, 2191 Fox Mill Road, Suite 300, Herndon,
VA 20171. The Clearinghouse collects, organizes and maintains full
enrollment data from more than 2,000 schools, comprising of seventy to
eighty percent of the nation's total enrollment. Under the proposed
contract, the Department of Education will provide the Clearinghouse
with periodic lists of Federal Direct Loans borrowers. The
Clearinghouse will compare the full enrollment data received from
member schools to the lists of borrowers provided by ED. The
Clearinghouse will provide the Department of Education with weekly
updated enrollment data on Direct Loans borrowers resulting from such
comparison. Interested parties who can show they have the capabilities
of producing a majority of the data for full enrollment should submit
their capabilities statement by 2:00 P.M., Eastern Standard Time,
