PRE-SOLICITATION CONFERENCE NOTICE The Defense Supply Center Philadelphia plans to issue a PRELIMINARY DRAFT SOLICITATION with a draft Statement of Objectives (SOO) as a prototype of subsequent Statement(s) of Work and solicitations for consumable spare parts for air, ground and fleet forces. A Pre-Solicitation conference (PSC) will be held at DSCP, Building 6 Auditorium on Nov. 19, 1999 at 9:00 AM to 12:00 PM EST to encourage industry participation in the review of the PRELIMINARY DRAFT SOLICITATION. Industrial Prime Vendor support, for DLA managed consumable spare parts, may encompass total supply chain management for these items including but not limited to: acquisition, inventory control, and distribution; quality assurance and control; industrial readiness; information technology interface; requirements forecasting or only a portion of the supply chain management system (for example direct delivery). The Preliminary Draft SOO and solicitation will be posted on the Web under the solicitation number, SPO500-99-R-XXXX at the followingwebsite: http://www.dscp.dla.mil/. Select "Vendor Opportunities" from the menu. Comments on the solicitation and draft SOO may be forwarded to Howard Tevelson by either U.S. mail or by facsimile on (215) 697-3641 or via E-mail to-htevelson@dscp.dla.mil. Parties interested in attending the PSC should forward their notice of intent with the number of attendees to Howard Tevelson no later than 4:00 PM EST on Nov 15 1999. The Government will consider all comments received. This SOO is strictly preliminary in nature and interested parties should not construe that this SOO or the subsequent SOW(s) will remain as posted without significant revisions being incorporated prior to any RFP issuance. All subsequent revisions and release of the Draft SOO and subsequent SOW(s) remain solely at the Government's discretion. The Government will not provide individual responses to questions. This is not a Request for Proposals, a promise to issue a Request for Proposals, nor a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis announcing the availability of draft specifications for industry participation and feedback. Issuance of this draft SOO and solicitation does not obligate the Government to award a contract and does not restrict the Government as to its ultimate acquisition approach.
