COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 4,1999 PSA#2469Z -- 14 X 22 FOOT SUBSONIC TUNNEL MAIN DRIVE SYSTEM REPLACEMENT (BLDG.
1212C) This is a special notice related to the Request for Information
(RFI)to Design, Furnish, Install and Test a Replacement of the Main
Drive System for the 14 by 22 Foot Subsonic Tunnel, that was posted on
January 27, 1999 and which included a "Draft" Specification and
drawings. The same "Draft" Specification under that RFI will be posted
again on November 1, 1999, and may be downloaded at
http://procurement.nasa.gov/EPS/LaRC/class.html The same drawings under
that RFI will be available again on November 1, 1999 from John T. Inge
(FAX, phone and e-mail stated below). NO SOLICITATION EXISTS;
THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. If a solicitation
is released it will be synopsized in the CBD and on the NASA
Acquisition Internet Service. It is the potential offerors
responsibility to monitor these cites for the release of any
solicitation or synopsis. The following special notice is stated below
: SPECIAL NOTICE: As a result of feedback obtained from Proposed Draft
Specification RFI-14x22-B1212C, dated Jan. 27, 1999 for the 14 by 22
Ft. Tunnel Main Drive Replacement Project, the Government is
considering modifying the technical specification for the subject
project in the following areas: 1. Reuse of existing feeder, CB7
switchgear, and secondary unit substation. 2. Option to "abandon in
place" all existing drive equipment not required by new drive system
and use of alternate locations for new equipment using new
pre-engineered enclosure. 3. Delete Finite Element Analysis (FEA)
requirement and associated performance risk of nacelle structure. (will
be done by others and implies Gov't assumes responsibility for assuring
specified motor performance will be acceptable) 4. Delete Tunnel
Controls (will be done by others and includes interface to existing
tunnel control system, new PLC's, new MCC, and integration with drive
control equipment and auxiliaries) 5. Delete Lube Oil system (will be
done by others using vendor provided motor lubrication requirements) 6.
Delete motor Ventilation system (will be done by others using vendor
provided motor ventilation requirements) 7. Allow use of overload
rating on system, at least 8,000 HP cont., & 12,000 HP for 30 minutes
overload 8. Delete the following listed studies: Short circuit
(3.2.2.1), Load Calculation (3.2.2.3), Insulation coordination
(3.2.2.5), System Dynamic Study (3.4.2.1), Structural Analysis of Motor
Fdn. (3.4.2.2), Lube System Analysis (3.4.2.4), Ventilation System
Analysis (3.4.2.5), and Coast down analysis (3.4.2.6) 9. Permit
efficiency performance of system to be based on 95% or higher at full
load and simply identify no load losses. Interested parties are invited
to provide any comments on the changes as well as an estimate of
possible cost savings for each of the noted project elements as they
relate to total project scope. The anticipated cost reductions should
reflect equipment costs, demolition/installation, engineering & design
costs, overhead and profit, and project management cost associated
with each listed element. Any responses should be received by COB,
