for proposals. The Government intends to negotiate on a sole source
basis with Five Star Consolidated Service, Inc, 2801 Merced Street, San
Leandro, CA 94577 for the continued cold storage of Reverse Osmosis
Membranes, under the authority of FAR Subpart 13.5. The justification
for this determination is based on the increased cost that would be
incurred to transport and relocate the membranes, this effort is
considered to be a duplication of cost, not likely to be recovered
through competition and may result in increased financial risk to the
Government due to unnecessary exposure to potential damage. A total of
1,110 pallets that contain four (4) membranes per each pallet, pallets
cannot be stacked more than two rows in height. The storage temperature
is 10 degrees centigrade, with normal temperature range of not more
than 0 to + 15 degrees centigrade. Property damage insurance is
required and shall cover the replacement value of the membranes which
is a maximum of $10,000,000.00.All responsible sources may respond by
submitting a written narrative statement of capability, within 15
calendar days of this notice to Larry Miller at the address above, for
the agency to determine whether other qualified sources are more
advantageous to the Government. There is no solicitation package. This
is a Small Business Set-Aside and is for one year with two option
periods. The SIC is 4222. Business Size $18.0 Million. Acquisition will
