a purchase order under Simplified Acquisition Procedures on a sole
source basis for one hundred thirty five (135) members, ten (10)
non-members, and eleven (11) non-members for the pre-conference to
attend an open seminar being sponsored by the National Health Care
Anti-Fraud Association, 1255 Twenty-Third Street N.W. Washington, DC
20037-1174 during the week of 11/17 thru 11/20/99 in Miami Beach,
Florida. This conference is the only seminar in the United States where
private health insurers, state and federal law enforcement officers can
meet jointly for proactive stances in the fight against Health Care
Fraud (HCF) and provide an information-sharing network. This seminar is
open to all private health insurers and investigators and will cover
topics such as: a). Fraud Schemes & Indicators -- home health care
fraud, multi-disciplines fraud, dental fraud, fraud by billing
services, mental health fraud, pharmaceutical fraud, fraud by insureds,
etc b). Useful Technology—useful web sites for the fraud
investigator, optimizing the use of internal databases in an anti-fraud
environment, data mining, c). Investigative Techniques -- undercover
operations: home health care fraud, investigating the multi-disciplines
fraud case, investigating community mental health clinics &
rehabilitation centers, investigating community mental health fraud and
psychiatric fraud, investigating billing services fraud, d). Legal
Aspects -- prosecutorial decision making in health care fraud cases,
countering common defense strategies, etc. The following clause is
incorporated by reference and applies to this acquisition: FAR 52.217-9
Option to Extend the Term of the Contract (Mar 1989). This is a
commercial acquisition. This notice of intent is not a request for
competitive proposals. This will be a firm-fixed price contract with a
base year plus four option years. The Government is currently
operating pursuant to a continuing resolution. Future obligation
authority is contingent upon availability of appropriations. Interested
parties may identify their interest and capability to respond by
submitting a proposal to Andrea K. Pearson, Contracting Officer,
address listed above. A determination by the Government not to compete
this proposed order is based upon responses to this notice and is
