This acquisition is being conducted in accordance with FAR 12 and in conjunction with FAR 13 Simplified Acquisition Procedures, 100% Set-Aside. The contractor shall supply 3 instructors during a two-week period and instruction for 12 members of the NAVSCIATTS Staff, Stennis Space Center, Stennis, MS which will last 8 hours per day (4 classroom and 4 field). The two courses to be instructed include: (CLIN) 0001, Professional COXSWAIN Training I which is designed to meet the initial training and assessment requirement for prospective coxswains and crew as well as a refresher for experienced operators. The focus is on core seamanship skills, using in-depth theoretical discussions and extensive hands-on application. It covers the following aspects: Basic Boat Design, Physics of Maneuver, Slow Handling Rules of the Road, Emergency Procedures, Recovering Personnel Overboard, Nautical Chart Basics, Anchoring, Towing, Basic Troubleshooting. (CLIN) 0002, Professional COXSWAIN II-continues the coxswain's training in seamanship skills, culminating in the ability to handle a craft in adverse sea conditions as well as working alongside a moving vessel. At the completion of instruction, the student should be prepared to begin operation-specific training. It covers the following aspects: Marine Environment, Planning Hull Theory, Open Water Operation, High Speed Maneuver, Relative Motion, Navigation, Basics of Stability, Beaching, Alongside Maneuver.
