combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number
Q688699298N202, applies and is issued for proposal. This solicitation
will document and incorporate provisions and clauses are those in
Federal Acquisition Circular 97-14 and Defense Acquisition Circular
91-13 (correction). The Standard Industrial Code (Sic) is 8299 and the
business size standard is $5.0 million. This acquisition is being
conducted in accordance with FAR 12 and in conjunction with FAR 13
Simplified Acquisition Procedures, 100% Set-Aside. Closing Date: 04
November, Time: 12:00PM Pacific Daylight Savings Time. The contractor
shall supply 3 instructors during a two-week period and instruction for
12 members of the NAVSCIATTS Staff, Stennis Space Center, Stennis, MS
which will last 8 hours per day (4 classroom and 4 field). The two
courses to be instructed include: (CLIN) 0001, Professional COXSWAIN
Training I which is designed to meet the initial training and
assessment requirement for prospective coxswains and crew as well as a
refresher for experienced operators. The focus is on core seamanship
skills, using in-depth theoretical discussions and extensive hands-on
application. It covers the following aspects: Basic Boat Design,
Physics of Maneuver, Slow Handling Rules of the Road, Emergency
Procedures, Recovering Personnel Overboard, Nautical Chart Basics,
Anchoring, Towing, Basic Troubleshooting. (CLIN) 0002, Professional
COXSWAIN II-continues the coxswain's training in seamanship skills,
culminating in the ability to handle a craft in adverse sea conditions
as well as working alongside a moving vessel. At the completion of
instruction, the student should be prepared to begin operation-specific
training. It covers the following aspects: Marine Environment, Planning
Hull Theory, Open Water Operation, High Speed Maneuver, Relative
Motion, Navigation, Basics of Stability, Beaching, Alongside Maneuver.
