training instructors to increase driver proficiency and decrease
accidents. The training is intended to familiarize management personnel
and operators with the Long Life Vehicle (LLV). Classroom sessions are
give defensive driving skills and includes vehicle dynamics and crash
avoidance. The contractor is responsible for finding and leasing
suitable facilties in the local area to conduct behind the wheel
training and evaulation of the personnel. The USPS provides the Long
Life Vehicles. The contractor provides Traffic Lights/Stands, extension
cords, generator cones, paint sticks, trash containers, clip boards,
TV/VCR. Generally, staffing would include race car drivers, police
officers. The current requirement is for the Lancaster, Pennsylvania
District. Sources are being sought that can provide equal or better
services than the current contrator: Masterdrive, 4875 Granger Road,
Akron OH 44333. This conracting office services the Allegheny Area (10
Districts) and includes NJ(Zip Code 080-084, DE, OH, PA and portions
of WV, IN and KY. No solicitation packages are available. This is a
NON-COMPETITIVE procurement. However, this office is seeking other
potential contractors who can provide the services with the desire to
solicit competitive offers in the future. The main reasons expressed
for these services being procured non-competitively is the lack of
specialization and experience with LLV by competitors. Also, the
company has done extensive vehicle dynamic tests on the LLV prior to
developing their driver training program. When expressing a desire to
provide these servcies the prospective contractor should address these
primary areas of concern. This notice is for information only.
