Value Construction Services are required for the construction of
multiple projects for the Centers for Disease Control and Prevention
(CDC) in Atlanta, Georgia. Facilities will be located at the CDC's
Chamblee Campus (Buford Highway) and the Edward R. Roybal Campus
(Clifton Road) in Atlanta. The CDC is soliciting proposals for multiple
award, multiple year construction task order contracts (TOC's) to
construct buildings within the scope provided herein. The CDC provides
the requisite support and service facilities to foster and maintain a
state-of-the-art public health environment. Such facilities may
include but are not necessarily limited to Bio-Safety Levels II, III,
and IV research laboratories and laboratory support functions, animal
housing, office buildings, conference facilities including auditoria
and food service, parking structures, campus utility and
infrastructure, hazardous material storage facilities and central
utility plants. Anticipated facilities to be constructed and/or major
renovation and modernization are as follows: (1) Laboratory Support,
Building 15, Roybal Campus; (2) Infectious Disease Lab, Building 18,
Roybal Campus; (3) Scientific Communications Center, Roybal Campus; (4)
Approximately 1 -12 Office Buildings with associated Parking Structures
at the Roybal and Chamblee Campuses; (5) Environmental Health Lab,
Building 110, Chamblee Campus; (6) Lab Support Building Modernization,
Building 15, Roybal Campus; (7) Lab Modernization, Building 1 South,
Roybal Campus; (8) Lab/Office Modernization, Building 1 Main, Roybal
Campus; (9) Biosafety Level IV Lab Modernization, Building 15, Roybal
Campus; (10) Office Modernization, Building 3, Roybal Campus; (11)
Security Buffer Infrastructure, Chamblee Campus. These projects will
range between $9,000,000 to $120,000,000 in construction cost. The
Government anticipates that the approximate construction cost of 50% of
the projects may range in size from $9,000,000 to $25,000,000, 40% from
$25,000,000 to $80,000,000, and 10% from $80,000,000 to $120,000,000.
TOC's will be required to act as a Construction Manager at Risk (CMc)
and will assist the Government in managing the design and construction
with an emphasis on meeting goals relating to schedule, budget, scope
and quality. The CMc provides management, technical, administrative,
and quality control services to achieve these goals, as well as
providing for the construction of the project. The CMc is required to
work with the Architect-Engineer (A-E) and the Government in a
cooperative team effort to develop a quality design. The A-E will
prepare and update all cost estimates for the cost of construction at
each stage of the Construction Documents development; the A-E is
obligated to design the project to within a specified cost limitation
and the CMc will review, analyze, and assess each estimate and shall
prepare a cost estimate report for each A-E design submission. No later
than the Midpoint Construction Document submission, the CMc will
prepare their cost proposal for the construction of the facility. This
cost proposal shall not exceed the estimated cost of construction and
will be used by the Government and the CMc to establish a Guaranteed
Maximum Price (GMP). The purpose of this procurement is to select
highly qualified contractors to provide these CMc services. Due to the
variety of projects anticipated, the selected contractors must possess
a wide range of professional services and experience in the management
and construction for research facilities and the general types of
facilities listed above. Source selection procedures in accordance with
FAR 15.3 shall be utilized for the basic TOC. Significant evaluation
criteria for the basic contract are: (1) Past Experience on Similar
Projects, (2) Past Performance on Similar Projects, (3) Key Personnel
and (4) Support for Small, Small Disadvantaged, and Women Owned Small
Business. It is anticipated award of these contracts will be on or
about 23 May, 2000, for a base period of three (3) years with options
to extend for three (3) additional one-year periods. Task orders will
be issued to TOC contractors based on the low competitive price of fee,
or a combination of price and other factors (best value judgments) in
accordance with FAR 16.505. Task orders shall not exceed a cumulative
amount of $300,000,000.00 to any one contractor. The projected date for
availability of the Request for Proposal is 05 January 2000, with a
projected date of 24 February 2000 for Receipt of Proposals. Only one
solicitation package will be sent to each firm. There is no charge for
the solicitation documents. Only written requests for the solicitation
package will be accepted. Any questions pertaining to the solicitation
must be submitted in writing to the CDC no later than ten (10)
calendar days prior to the date for Receipt of Proposals. The
applicable Standard Industrial Classification (SIC) code is 1542,
General Contractors, Nonresidential Buildings, Other than Industrial
Buildings and Warehouses. This acquisition is UNRESTRICTED. The
Contracting Officer intendsto award no more than (6) six contracts . In
order to satisfy socio-economic goals, the Contracting Officer intends
to award contracts equitabily to both Large and Small Businesses
(including Small and Disadvantaged and Woman Owned Small Business).
