This procurement is unrestricted. This Design/Build project will be
acquired through the use of a Two-Phase Source Selection process to
select the offeror considered the best value for the design and
construction requirements for the project. The work includes selective
demolition to accomodate new construction including brick masonry,
rough and finish carpentry, asphalt shingle roofing repairs, vinyl
siding, sheet metal flashing and trim, wood doors and metal frames,
plastic windows, gypsum board assemblies, ceramic tile, appliances,
sprinkler system, plumbing systems, heating-ventilation-airconditioning
system, electrical systems, site work, and incidental related work. The
work requires the Design-Build (D-B) Contractor to rehabilitate
approximately 157 two, three and four bedroom, 2-story townhouse
multi-family housing units as follows: 33 units at North Severn
Village, Phase I: 64 units at North Severn Village, Phase II; and 60
units at Arundel Estates. The housing is located at two separate sites,
North Severn Village and Arundel Estates. The RFP shall be based upon
a project cost not to exceed $2,200,000 for North Severn Village, Phase
I; $3,686,800 for North Severn River, Phase II; and $3,836,500 for
Arundel Estates. These amounts are established as the total D-B Budget
for each of the above listed respective Units. The Best Value Source
Selection will be conducted in two phases. The evaluation criteria will
include PAST PERFORMANCE and TECHNICAL/MANAGEMENT FACTORS. The
technical/management factors are considered equal in importance to each
other and together are considered more important than PRICE. The
Technical/Management Factors are as follows: Factor 1 -- Design/Build
Experience; Factor 2 -- Project Team; Factor 3 -- Project Schedule;
Factor 4 -- Small Business Contracting Effort. Phase I Evaluations will
performed only to determine if an offeror has the expertise and
capability required to perform the requirements and will only address
responses to Past Performance and Technical/Management Factors 1 and 2.
PHASE I SUBMISSIONS ARE TO BE BASED SOLEY AND ENTIRELY ON THIS
ANNOUNCEMENT. Project requirements will only be issued to those firms
invited to participate in Phase II. Phase I responses shall include
written information, submitted in three ring binders and formatted as
follows: PAST PERFORMANCE: 1. Past Performance of both the Construction
Contractor and Design Build Contractor shall be evaluated. As past
performance is the single most reliable predictor of future
performance, the Government shall evaluate the quality of each
offeror's past performance. This assessment will include: -- the
offerors record of conforming to statements of work or specifications
and standards of good workmanship, the offerors adherence to schedules,
-- administrative and subcontractro management aspects of performance,
-- the offeror's control of consts including costs incurred for
changed work, -- the offeror's reputation for reasonable and
cooperative behavior and overall concerns for the client. This
assessment will be utilized in the following manner: (a) The assessment
of an offeror's past performance will be used as a means of evaluating
the credibility of the offeror's technical/management proposal. A
record of less than satisfactory performance may be an indication that
the promises made by the offeror are less than reliable. (b) The
assessment of the offeror's past performance will be used as one means
of evaluating the relative capability of the offeror to their
competition. Thus an offeror with an excellent past performance record
may be given a more favorable evaluation than another whose past
performance record is merely satisfactory, even though both offerors
may have an acceptable or higher technical/management proposal. (c) an
offeror proposing as a joint venture may receive a neutral rating for
past performance if a history of performance as a joint venture is not
provided. Risk for performance may be evaluated if an offeror lacks
past performance with the proposed design agent. Past Performance will
be evaluated using the information required and provided under Factor
1 -- Design/Build Experience. The Government will also draw from
available CCAS and ACAS database reports and will consider other
information obtained from other sources. The evaluation or past
performance is a subjective assessment based on a consideration fo all
relevant facts and circumstances. The Government will also seek to
determine whether the offeror has consistently demonstrated a
commitment to customer satisfaction and timely delivery of quality
goods and services at a fair and reasonable prices. This is a matter of
judgement. Offerors will be given an opportunity to address unfavorable
past performance information if the information is the determining
factor preventing them from being selected participation in Phase II or
placed within the competitive range. The offeror's response, or lack
thereof will be taken into cosideration. TECHNICAL/MANAGEMENT FACTOR 1
-- DESIGN/BUILD EXPERIENCE:For the design/build team, the offeror
shall provide: -- the name, address, point of contact and phone number
for each entity -- the business relationship of the team
(prime/subcontractor, joint venture, etc.) -- the offeror shall provide
design/build project experience within the past five years, including;
(a) contract number, title, location (b) name, telephone number and
facsimile numbers of the point of contact most familiar with the day to
day performance of the work (c) contract type (fixed price, cost plus,
GMP) (d) original award amount and final contract value (e) original
completion date and actual completion date. -- the offeror shall
provide most recent SF254 and SF255 design agent demonstrating their
experience in design similar in scope and size. Teams that have prior
working relations together peculiar to Family Housing projects similar
to the subject project may be given more favorable ratings. Following
the evaluation of Phase I submissions, the Contracting Officer may
determine the number of offers that otherwise may be included in the
competition, exceeds the number by which an efficient competition can
be conducted. Therefore, potential offerors are notified that the
Government expects that a maximum of five offerors will be invited to
participate in the Phase II evaluations. RESPONSES TO PHASE I shall be
submitted in an original and five copies, and are due at the Office of
the Engineering Field Activity, Chesapeake, located at 901 M. Street,
S.E., Bldg 212, Washington Navy Yard, Washington, D.C. 20374-5018,
Third Floor, Contracts Department. Proposals must be date stamped and
received no later 2:00 PM on 30 November, 1999. PHASE II of the source
selection process will be conducted with only those offerors
considered to be most highly rated following the Phase I evaluations.
Notification of this decision will be promptly provided to all firms
submitting a response to this announcement. Those firms invited to
participate in PHASE II, will be provided the solicitation package,will
attend a preproposal conference, and may submit proposals in response
to Factors 3 and 4. The Government reserves the right and may require
