Solicitation: DAAE07-00-R-L505 Site Tour will be conducted at Selfridge
Air National Guard Base on 1 Dec 99 at 9:30 a.m. e.s.t.. All
participants are asked to Contact either James Gottschalk (810)

Requirements: Request anyone planning to do business with the
Government registered with the Central Contractor Registration (CCR)
System, mandatory as of June 1, 1998. The web site for registration is
www.ccr2000.com. SPECIFICATIONS: 1.0 GENERAL. Contractor shall provide
all necessary labor, materials, equipment, and supervision necessary
for the project stated above. The work shall be accomplished in
accordance with all governing codes, laws, regulations, and
manufacture's recommendations, See statement of work below for the work
intended under this contract. The location of work is Garrison
Selfridge, Selfridge ANG Base, Mt. Clemens, MI 48045. 2.0 STATEMENT OF
WORK. 2.1 HOUSING BUILDINGS. A. Interior painting in Wherry (900)
Housing Area, Sebille Manor Housing Area, and Other Public Quarters
(O.P.Q.) (200, 400, and 700) Housing Areas for quantities stated on the
delivery orders. B. Refinishing hard wood floors, doors, and handrails
in O.P.Q. (200, 400, and 700) Housing Areas for quantities stated on
the delivery orders. C. Replacing tile and composite floor covering in
Wherry (900) Housing Area, Sebille Manor Housing Area, and Other
Public Quarters (O.P.Q.) (200, 400, and 700) Housing Areas for
quantities stated on the delivery orders. D. Install acrylic fabricated
tub liners in Wherry (900) Housing Area, Sebille Manor Housing Area,
and Other Public Quarters (O.P.Q.) (200, 400, and 700) Housing Areas
for quantities stated on the delivery orders. E. Exterior painting in
Wherry (900) Housing Area, Sebille Manor Housing Area, and Other Public

stated on the delivery orders. 2.2 OMA BUILDINGS A. Interior painting
in Army owned or operated OMA buildings on the Base, for quantities
stated on the delivery orders. B. Refinishing hard wood floors, doors,
and handrails in Army owned or operated OMA buildings on the Base, for
quantities stated on the delivery orders. C. Replacing tile and
composite floor covering in Army owned or operated OMA buildings on the
Base, for quantities stated on the delivery orders. D. Install acrylic
fabricated tub liners in Army owned or operated OMA buildings on the
Base, for quantities stated on the delivery orders. E. Exterior
painting in Army owned or operated OMA buildings on the Base, for
quantities stated on the delivery orders. 3.0 TESTING & MONITORING 3.1
Follow all governing codes, laws, and regulations for the removal and
disposal of flooring materials that contain asbestos. The Government
has tested the buildings on site and will inform you when asbestos is
present. The testing provided for in this contract is to establish a
base line test for each type of flooring removal. Record the air
monitoring results and supply the Government Environmental Department
with a copy of the results. If the results are below the recommended
standards no further monitoring is required. Supply the Government a
copy of the paper work showing proper disposal. 3.2 Follow all
governing codes, laws, and regulations for the removal and disposal of
lead base paint. The Government has tested the buildings on site and
will inform you when lead base paint is present. The testing is
provided for in this contract is to establish a base line test for
exterior paint preparation. Record the air monitoring results and
supply the Government Environmental Department with a copy of the
results. If the results are below the recommended standards no further
monitoring is required. Supply the Government a copy of the paper work
showing proper disposal. For more information see specifications, dated
Oct. 1999. 1.0 SPECIFICATIONS AND DRAWINGS. The following provision is
supplemental to Federal Acquisition Regulation (FAR) Clause, Paragraph
52.236-21 entitled, "Specifications and Drawings for Construction". 1.1
Unless otherwise indicated, contract drawings and specifications
indicate new work to be provided by the Contractor. 1.2 Specification
and Drawing Discrepancies. Anything mentioned in the specifications and
not shown on the drawings, or shown on the drawings and not mentioned
in the specifications, shall be of like effect, as if shown or
mentioned in both. In case of a discrepancy between an item in the
Statement of Work and the other specifications, the item in the
Statement of Work shall govern. If discrepancies in the specification
occur, the strictest, most demanding specification shall govern as
determined by the Contracting Officer. 2.0 SCHEDULING. All work shall
be planned and laid out as much as possible in advance so as to
minimize interruption to the user's daily routing. When work is started
in a facility, it shall continue without interruption until complete.
The Contractor shall be limited to the normal working hours of the
installation, Monday through Friday 7:30 AM to 4:00 PM, unless
otherwise authorized by the Contracting Officer. All the necessary
arrangements between Contractor and occupant will be coordinated
through the Contracting Officer's Representative (COR). The family
housing residents and industrial building occupants shall be notified
five (5) days in advance of planned construction activities. A typed
form letter shall be prepared and distributed by the Contractor after
the Contracting Officer's Representative approves it. No work shall be
initiated until proper notification is supplied. 3.0 SUBMITTALS 3.1
The Contractor shall submit five (5) copies of all work related items
to the Contracting Officer's Representative, Building 970, Selfridge
ANG Base, MI, for review, distribution, and routing. The "Submittal
Form", attached shall be used for transmitting the submittals. This
form shall be filled out accurately, completely, clearly, and
reproduced as required. The Contracting Officer may request additional
submittals when deemed necessary. Each submittal shall be complete and
in sufficient detail for readily determining compliance with contract
requirements and timely project performance. Submittals shall include
such items as: Contractor's, manufacturer's, or fabricator's drawings
and/or detailed method of work performance, descriptive literature
including but not limited to catalog cuts, diagrams, operation charts
or curves; test reports, test warranties and other required submittals.
Submittals pertinent to materials and equipment, which are subject to
advance approval, shall be scheduled and made prior to the acquisition
or delivery thereof. The Contractor shall submit submittals in a
timely manner. The Contractor shall not receive extra compensation for
delays, etc., during the submittal process. Incomplete submittals
shall be returned to the Contractor for resubmittal. 3.2 Shop drawings
submittals shall include one (1) reproduction transparency and five
(5) prints of each shop drawing including fabrication, erection, layout
and setting drawings and such other specifications. Prepare drawings
legibly, drawing plans, elevations, sections and details in scales
required and on drawing sheets not larger than 36"x48" and smaller than
24"x36". 3.3 When Approved. The approval of the submittals by the
Government shall not construed as a complete check, but shall indicate
only the general method of construction and detailing is satisfactory.
After submittals have been approved, no resubmittal for the purpose of
substituting materials or equipment will be given consideration unless
accompanied by an acceptable explanation as why a substitution is
necessary. Acceptance does not authorize changes in the contract unless
the change is approved by the Contracting Officer in writing. 3.4 When
Not Approved. The Contractor shall make all corrections required and
promptly furnish a corrected submittal in the form and number of copies
as specified for initial submittals. If the Contractor considers any
corrections indicated on the submittals to constitute a change in the
contract, notice as required under Federal Acquisition Regulation (FAR)
Clause, Paragraph 52.243-4 entitled, "Changes", should promptly be
given to the Contracting Officer. 4.0 UTILITY SERVICE INTERRUPTIONS.
The Contractor shall submit written notification to the occupants not
less the five (5) days in advance of each interruption to the utility
and communication service to or within existing buildings and
facilities. Notification shall be typed form letter prepared and
distributed by the Contractor and approved by the Contracting Officer's
Representative. No single outage will exceed four (4) hours unless
approved in writing. 5.0 SUPPLEMENT SAFETY PROVISIONS. The following
provisions are supplemental to FAR 52.236-13, entitled, "Accident
Prevention". The Contractor is responsible to follow all codes and
regulation for providing safe conditions and a safe work environment.
5.1 The Contractor shall comply with current standards promulgated by
the General Industry and Construction Safety Standards Commission under
the Michigan Occupation Safety and Health Act (MIOSHA). Detachment 1,
personnel represents the primary overseeing compliance agency for
safety at Selfridge ANG Base, MI. Other monitoring agencies in part
include Department of the Army and the Michigan Department of Labor.
Any non-compliance to requirements as they relate to the safety
standards will be brought to the attention of the Contracting Officer
for review. 5.2 Ground-Fault Circuit Interrupter Protection. Protection
shall be provided on all 120 volts, single phase, 15 and 20 ampere
receptacle outlets utilized for work on this contract. Ground fault
interrupters will not be required when the permanent grounded
electrical systems are utilized. 5.3 Barricades. Furnish and install
any necessary barricades to protect the public and workman during work
on this contract. Barricades to keep public out of work areas shall be
left in place until they are no long required for protection. 5.4
Safety Manual. The Corps of Engineers Manual for "General Safety
Requirements", shall be consulted and applicable section complied with
by the Contractor while performing the all work. 5.5 Warning Signs.
Provide necessary warning signs or lights. 6.0 WEEKLY WORK SCHEDULES.
The Contractor shall prepare for and attend a weekly coordination
meeting with the Contracting Officer and using service. At that time
the Contractor shall submit for coordination and approval, his proposed
weekly work schedule for the next two (2) week period. 7.0 CONTRACTOR'S
QUALITY CONTROL (QC) PLAN 7.1 The Contractor shall submit three (3)
copies of a written quality control plan at the pre-construction
meeting. Quality Control Plan shall include the following: a. The
quality control organization. b. Names, number and qualification of
personnel to be used for this purpose. c. Authority and responsibility
of all quality control personnel. d. Schedule of use of inspection
personnel -- by types and phase of work. e. Proposed test methods
including names of technicians or qualified testing laboratory to be
used. f. Method of performing, documenting and enforcing quality
control operations of both prime and subcontract work, including
inspection and testing. 7.2 Contractor Daily Planning Report. The
attached sample " Contractor Daily Planning Report " shall be fully
executed and submitted by the Contractor's quality control person to
the Contracting Officer's Representative (COR) Office in Building 970,
Selfridge ANG Base, MI. THIS SUBMITTAL SHALL BE TURNED IN BY 0800
HOURS FOR THE WORK TO BE PERFORMED THAT DAY. FAILURE TO SUBMIT THIS
FORM AS REQUIRED SHALL BE JUSTIFICATION FOR THE APPROVING AUTHORITIES
TO DISAPPROVE THE CONTRACT'S WORK FOR THAT DAY. 7.3 Results of Tests.
Triplicate copies of complete results of tests shall be submitted not
later than three (3) calendar days after performing the test. 8.0
REMOVAL AND DISPOSITION OF MATERIALS AND EQUIPMENT 8.1 The Contractor
shall comply with the following provisions for removal and disposal of
materials and equipment from existing facilities: a. Abide by all
applicable safety requirements. b. Carefully remove and dispose of
materials specified to be salvaged, reinstalled, or scrapped in
accordance with this section. c. Protect existing property. d.
Coordinate all other work in process. e. Timely disconnect utility
services, if required. f. Include all associated cost into the total
project cost. NO EXTRA COMPENSATION SHALL BE RECEIVED TO REMOVE,
DISPOSE, OR SALVAGE MATERIAL OR EQUIPMENT, UNLESS IT IS INCLUDED AD A
BID ITEM ON THE BID FORM. 8.2 The various classification of removed
materials are defined as follows: a. Reinstalled items are those which
after removal are to be reused, reinstalled, remounted, or otherwise
built back into the work under this contract. b. Salvaged items are
those items which, after removal, are to be retained by the Government
and delivered for storage on Government premises. c. Scrapped items
are all other removed materials or equipment. This includes items,
which are not specified for reinstallation or salvage. 8.3 Debris and
Rubbish. Remove debris and rubbish from the site. Do not allow it to
accumulate in buildings or on the site. 8.4 Debris Control. Remove and
transport debris in a manner as to prevent spillage on streets or
adjacent areas. 8.5 Regulations. Local regulations regarding hauling
and disposal apply. 8.6 Clean up of the site shall include through
cleaning and removal of paint and debris from surfaces adjacent to new
work (such as windows, sills, ledges, etc. where falling paint and
debris may accumulate) and from the surrounding grounds. As debris
accumulates from daily removal and new work, it shall be cleaned up and
disposed of on a daily basis. 9.0 OUTDOOR LIMITATIONS. Seasonal limits
for applying exterior paint shall be May 5 through November 15. 10.0
PROTECTION OF EXISTING WORK. Before commencing any work, the Contractor
shall carefully survey the existing work and examine the drawings and
specifications to determine the extent of the work. The Contractor
shall take all necessary precautions to insure against damage to
existing work to remain in place, to be reused, or to remain the
property of the Government. Any damage to such work shall be repaired
or replaced as approved by the Contracting Office at no additional cost
to the Government. 11.0 PERMITS 11.1 The Contractor shall obtain a Work
Clearance Permit, AF Form 103, from host Civil Engineering Office (Det.
1, MIANG/DEM) seventy-two (72) hours PRIOR TO ANY EXCAVATION on
Selfridge ANG Base, MI. The permit form shall be walked through the
appropriate base agencies to ensure coordination and necessary
clearances. 11.2 The Contractor shall call MISS DIG seventy-two (72)
hours prior to digging to obtain clearances from all participation
utility companies. The Contractor sahll record the report number for
future reference. 11.3 It shall be the Contractor's responsibility to
follow all guidance and instruction given by the base agencies to
eliminate any damage to underground utilities or facilities. 11.4
Failure to follow the instruction guidance or to obtain the required
clearance and/or permits shall place the Contractor responsible for ALL

_________________________ SPECIFICATION FOR INTERIOR PAINTING 1.0
STATEMENT OF WORK. Contractor shall provide all necessary labor,
materials, and equipment to accomplish the INTERIOR PAINTING at
Garrison Selfridge. The term "paint", as used herein, includes
emulsions, enamels, paints, stains, varnishes, sealers, cement-emulsion
filler, and other coatings weather used as prime, intermediate, of
finish coats. 2.0 DESCRIPTION OF WORK. This work will include, but not
limited to, the following principal features: 2.1 Interior Painting.
Work shall consist of preparation of surfaces and interior painting of
existing painted surfaces. Areas primarily consist of dinning rooms,
kitchens, bathrooms, living rooms, bedrooms, and other interior painted
surfaces in the family housing quarters and OMA facilities. The tops
and bottoms of all doors shall be painted. 2.2 Preparation. Work shall
also consist of preparation work, such as washing of areas as needed
to assure proper adhesion of paint to surfaces, pointing out and
patching of cracks and small holes, removing loose, peeling paint and
patching same, removing ragged paint at junction of trim and base, 2.3
Vestibules. Work will consist of preparation of all wall and ceiling
surfaces to include COMPLETE washing of same with a detergent solution
to assure proper paint adhesion, pointing out and patching same. This
work will also include the washing of the window and sill in the upper
area of the vestibule. Upon completion and inspection of theabove by
the Contracting Officer's Representative (COR), Contractor will apply
one (1) coat of paint in accordance with these specifications. 2.4
Information to Bidders. A. Quarters and the like may be occupied. Areas
may have furniture in them. Some items of Government furniture may be
in quarters. B. Protection of surfaces not to be painted. Surfaces not
to be painted shall be protected from paint splatters and droppings.
Glass shall be kept free of paint. Failure to protect will require
through cleaning by the Contractor at the Contractor's expense. C.
Window Operations. Window sashes shall be painted in such a manner as
to be left in free operating condition upon completion of painting.
Lower sash shall be left open 1" from bottom. Any sash opening that
requires painting and has been previously painted tight shall be opened
