The purpose of this modification of synopsis is to provide the following information: Improved Ribbon Bridge, Solicitation DAAE07-99-R-S017 will be cancelled via Amendment 0001 and Solicitation DAAE07-00-R-S010 will be issued in lieu thereof. The reason for the cancellation of DAAE07-99-R-S017 and issuance of DAAE07-00-R-S010 is to reflect a revised acquisition strategy utilizing a multi-year contract rather than a requirements contract. The estimated quantities identified in the previous solicitation will be the base quantities for each year of the multi-year, with a 50% option on every year. This corresponds with the multi-year format contained in the earlier draft RFP versions of this acquisition as released on the TACOM web page. The new solicitation will be posted on the IRB web page and on the TACOM New Solicitations web site ASAP. In addition, the new solicitation will also include a provision concerning refurbishing (via bartering) existing government-owned Standard Ribbon Bridge Bays. Depending on the exchange agreement negotiated by the parties, TACOM may elect to have Standard Ribbon Bridge Bays repaired, or to have such bays upgraded to meet the IRB Performance Based Purchase Description. Offeror interest in the refurbishment effort is optional, and no evaluation for refurbishment effort will be conducted under the RFP.
