lisaac@IBB.GOV. The Broadcasting Board of Governors (BBG), Office of
Contracts intents to solicit, negotiate, and award a Purchase Order
(contract) on a non-competitive basis using Simplified Acquisition
Procedures (FAR Part 13) to RTS Systems for additional equipment and
supplies to expand an existing RTS intercom system. The statutory
authority permitting other than full and open competition that is
applicable to this procurement is FAR Subpart 6.302-1 (a) (2), 41
U.S.C. 253 (c) (1), which states: "when the supplies or services
required by the agency are available from only one responsible source,
and no other type of supplies or services will satisfy agency
requirements, full and open competition need not be provided for." RTS
System is the manufacturer of the existing intercom system and is the
only known firm that can meet BBG's operational requirement. This
plant wide inter-communication system has been in use by the BBG's
Worldnet and Television Service for the past three years. This Notice
of Intent is not a request for competitive price quotations. Interested
firms or persons may identify their interest and capability to respond
to this requirement. All such price responses must be received by the
Government by 12 noon EST, Thursday, November 18, 1999 to be
considered. A determination by the Government not to compete this
proposed purchase order (contract) based upon responses to this Notice
is solely within the discretion of the Government. Any information
receive from interested firms/persons responding to this notice will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. Any questions regarding this Notice
