75 -- REMANUFACTURE TONER CARTRIDGES SOL PSMD-00-C-01 DUE 113099 POC Helyne Dawson, Contracting Officer, (314) 539-2595 This is a combined synopsis/solicitation for supplies prepared in accordance with the format in FAR Subpart 12.6. This announcement constitutes the only solicitation to be provided. A written solicitation will not be issued and any requests for a solicitation package will not be acknowledged. This synopsis shall serve as a Request for Quotations Numbered PSMD-00-C-01, which seeks written proposals for the type of supplies outlined herein. The proposed contract is 100% set aside for small business concerns. Proposals will be accepted until close of business November 23,1999. This synopsis and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 97-13, SIC Code 3861. This acquisition will be processed using the Simplified Acquisition Procedures. Proposals received in response to this notice will be considered for award to the responsible offeror submitting the lowest overall cost to the Government. Questions relating to this notice shall be submitted in writing, sent by e-mail (hkd398@stl.rural.usda.gov) or facsimile (314) 539-2480, no later than November 23, 1999. Answers will be provided, in writing, via e-mail or facsimile before proposals expire. The following provisions/clauses are applicable to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items. A completed copy of provision 52.212-3 shall be submitted with the proposal to be considered for award. Following are the specifications of this acquisition: The Contractor shall provide all labor, equipment, and transportation (FOB DESTINATION) to pick up empty toner cartridges to be remanufactured, remanufacture them, and deliver newly remanufactured cartridges to Rural Development, Warehouse II, 1520 Market Street, St. Louis, Missouri 63103, on an "as needed" basis. These cartridges consist of the following: Hewlett Packard Printers, II & III (#92295A -- approximately 40 each annually), 4/4 Plus, 5.5n.5m (#92298A -- approximately 960 each annually), 5 Si (#C3909A -- approximately 200 each annually) and Canon FX3 for FAX machines (#FX3 -- approximately 200 each annually). Vendor will be notified when approximately 200 cartridges (all four types) have accumulated.The empty cartridges will be palletized and shrink wrapped. The pick up of cartridges shall be within 24-36 hours of the call and will be either replaced with remanufactured cartridges at the time of pick up or returned within 4-5 working days after the empty cartridges have been picked up. The amount of cartridges projected to be remanufactured for Fiscal Year 2000 is approximately 1400. The remanufacturing process shall include the replacement of drums when needed. For evaluation purposes, the estimated quantities of each type of cartridge will be used to determmine the overall proposed price. It is the intent of the Agency to award a single contract, however, because of the questionable capability of remanufacturing the FX3 cartridge, it may be necesary to make multiple awards.
