The Contractor shall provide all labor, tools, equipment, materials, transportation, and supervision necessary to provide common carrier cellular telephone service to Offutt AFB, Nebraska. The contractor shall provide complete coverage for Offutt AFB, Nebraska, and the greater Omaha, NE area and all Conus areas outside the confines of Offutt AFB where service is available on an as needed basis. The contractor shall provide, as a minimum, measured signal strength of -95 dBm or better for analogue, or Frame Erase Rate of 7 or less for digital. The Contractor shall be a commercial carrier cellular system licensed by the Federal Communications Commission to operate in this area, which interfaces with standard commercial wire line telephone systems. The Contractor shall provide cellular service quality equal or greater than provided to residential or commercial area customers. The Contractor shall provide air time for cellular telephones usage on an as needed basis for an estimated 200 to 400 cellular telephone units. The Contractor shall provide continuous cellular telephone coverage, 24 hours a day, 7 days a week. The Contractor shall offer Cellular dual band (analogue and digital) instruments for purchase through this contract. The Contractor shall provide repair services for Government-owned cellular telephone units. Period of performance, 01 DEC 99 through 30 SEP 00 with four one-year option periods. Date for receipt of proposals will be on or about 03 DEC 99. No telephone requests for solicitations will be honored. This request is unrestricted. The SIC code 4812 applies.
