The Defense Information Technology Contracting Organization, Information Systems Division, Procurement Branch (DITCO/DTS22), Scott AFB, IL 62225-5406, intends to issue a purchase order under FAR Part 12 on a Sole Source basis to ARINC, Inc., for Specialized Data Communications Service for obtaining information from and making transactions with commercial airlines under contract with the Government. ARINC is the communications mainstay of the US and worldwide airline industry. As such, ARINC is the only known vehicle available to obtain information from and make transactions with commercial airlines under contract with the Government. This is not a request for proposal. There are no solicitation documents. Vendors desiring to submit offers demonstrating their capability to provide a specialized data communications service with commercial airlines must request a copy of the statement of work and submit their proposal in sufficient detail for qualified technicians to evaluate the proposal. If it is determined the offered proposals meet the requirements of the statement of work, a request for quotation will be issued for a competitive acquisition. Vendors must submit their requests to DITCO/DTS22 no later than COB 12 Nov 1999. If no requests are received by 12 Nov 1999, a purchase order will be issued to ARINC to provide this service.
