The Immigration & Naturalization Service is seeking sources to provide
security, care, and specific services for unaccompanied juvenile aliens
from the Peoples Republic of China (PRC) taken into custody pending the
Attorney General's determination of deportability or removal from the
United States. Dependent upon unknown and unforeseen factors, the
number of Unaccompanied Alien Juveniles apprehended and remanded into
INS cusody varies. However, the estimated constant population is 10 to
22 juveniles. INS has committed to house the general population of
Unaccompanied Alien Juveniles in its custody in "licensed programs" as
defined in the Flores v. Reno Settlement Agreement. The contractor
shall provide shelter care and other child welfare related services in
a state licensed residential facility. This facility will be in
geographic proximity (approximately 50 miles) to the INS San Francisco
District Office. The contractor must be able to admit and discharge
juveniles on a 24 hours per day, (7) day aweek basis. The contractor
shall ensure that the juveniles follow an integrated and structured
daily routine which shall include, but not limited to: education,
recreation, vocational experiences or chores, study period, counseling,
group interaction, free time and access to religious and legal
services. This daily routine will enhance programmatic supervision and
accountability as well as encourage the development of individual and
social responsibility on the part of each juvenile. Program rules and
disciplinary procedures must be written and translated into a languare
understood by the juvenile. The rules must be provided to the juveniles
and fully understood by each juvenile and all program staff.
Communications will be required in the three major Chinese dialects
(Fujianese, Mandarin, and Cantonese). The length of care per juvenile
is anticipated to be less than forty-five (45)days; however, due to
variables and uncertainties inherent in each case, the contractor shall
design the program to a combination of short-term and long-term care
(up to 12 months). Direct Program Services include: Care and
Maintenance; Routine and Emergency Medial/Dental Care Orientation;
Individual and Group Counseling; Case Management;
Acculturation/Adaption; Education; Recreation and Leisure Time; Library
Services; Assignment of individual chores. Supplemental Services
include: Access to Legal Services; Family Reunification; Visitation;
Access to Religious Services; Mail and Baggage Service/Inspections.
This requirement may eventually be solicitated under a Request for
Proposal/Performance Based format requiring evaluation by an agency
team of subject matter experts. Interested parties should respond not
later than November 17, 1999 with complete information describing
related experience listing relevant contracts and references,
resources, and clearly demmonstrating ability to meet the requirements
including necesary licenses, and business size. The Standard
Industrial Classification is 8361 and Small Business Size Standard is
