8744 and the size standard is $20.0 million. 2. Plans and
specifications will be available ON/AFTER 22 November 1999. For a copy

unrestricted. 4. The intent of this solicitation is to obtain
operation, maintenance, repair, laboratory analysis, and environmental
reporting services required for the Groundwater Extraction and
Treatment System (GWTF) at the Naval Industrial Reserve Ordnance Plant
(NIROP), Fridley, MN by a firm fixed price contract. The solicitation
also includes requirements outlined in the Remedial Action Work plan
specifically, the GWTF monitoring; the semi-annual groundwater
monitoring; NPDES/SDS effluent monitoring; and surface water
monitoring; and environmental reporting requirements. NIROP Fridley is
listed on the NPL. Proper management and operation the GWTF is
mandated by a Record of Decision to hydraulically contain TCE
contaminated groundwater which may prevent further migration and
ultimately restore groundwater quality in the aquifer to MCLs. Treated
groundwater is currently being discharged to the Mississippi River via
NPDES Permitted out fall 002. The GWTF is designed to achieve
sustainable pumping rates that total approximately 1000 GPM (currently
six extraction wells). The treatment system includes four air
stripping units (including a cleaning system). A polymer injection
system was added to reduce scaling in the process. Also, pumping,
plumbing and process logic controllers are incorporated into the
system. The Remedial Action Work plan will be updated annually and
therefore, the various monitoring/reporting requirements may
increase/decrease in the future. 5. The proposed contract will be for
a base year and four option years. 6. The Government will award based
on best value to the Government, considering price and technical
