ISSUED FOR THE PURPOSE OF PUBLICIZING SUBCONTRACTOR OPPORTUNITIES. This
synopsis was previously identified as 98C1236 and is hereby revised to
99C1236. Minor changes have been made in the descriptive data and the
response date. However, it should be noted that the Commerce Business
Daily correctly identified the solicitation number as F33657-99-C-1236
in the previous synopsis. F-22 System Program Office (SPO) anticipates
award of the advance buy of the Low Rate Initial Production (LRIP)Lot
1 F119 Engines currently scheduled to be awarded NLT 31 December 1999.
This advance buy includes effort to identify, plan and procure the long
lead materials required to produce twenty (20) F119 engines. This
effort will be definitized in December 2000. The definitized Lot 1
contract will include twenty (20) engines and Calendar Year (CY) 01
Preliminary Field Support (PFS) as part of the LRIP phase of the F119
engine program with deliveries beginning in June 2002 at a rate of two
(2) per month. The F119 engine is the power source for the F-22
aircraft being developed by Lockheed Martin Aeronautical Systems,
Marietta, Georgia. Pratt and Whitney, Large Military Engines, P.O. Box
109600, West Palm Beach FL 33410-9600 is currently the prime
contractor for the production of PRTV (Production Representative Test
Vehicle) and PRTV II engines and the concurrent EMD (engineering,
manufacturing and development) phase of the F119 engine. The planned
prime contractor for this effort is Pratt & Whitney, West Palm Beach,
FL 33410-9600 pursuant to 10 U.S.C. 2304 (c) (1) and FAR 6.302-1, "Only
one responsible source and no other supplies or services will satisfy
agency requirements". Pratt & Whitney is a large business, SIC code:
3724 with size standard of 1,000 employees. Utilizing Acquisition
Reform methodology, no formal RFP has been issued. The intent of this
synopsis is to publicize subcontracting opportunities. The Point of
Contact for subcontracting opportunities at Pratt & Whitney, P.O.Box
109600, West Palm Beach, FL 33410-9600 is Mark Waldron, Subcontract
Manager, (561) 796-7257. Proposals are due at Pratt and Whitney by 1
May 2000. The F-22 SPO encourages interested subcontractors to contact
Pratt & Whitney for subcontracting of work related to the above
described effort. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concerns.
Potential offerors should use established channels to request
information, pose questions, and voice concerns before resorting to the
use of the Ombudsman. Potential offerors are invited to contact ASC's
Ombudsman (Mr. Stephen Plaisted), ASC/SY, Bldg 572, 1790 10th Street,
Room 102.01, Wright-Patterson AFB, OH 45433 at (937) 255- 9095, or
stephen.plaisted@ascsy.wpafb.af.mil. The Ombudsman should only be
contacted with issues or problems that have been previously brought to
the attention of the contracting officer and could not be
satisfactorily resolved at that level. This may be the only public
document listed because anticipated sole source will be done. No other
