is seeking qualified sources for the inspection and overhaul/repair of
Pratt & Whitney/Turbo Power & Marine FT4A Free (power) Turbines (NSN
2835-01-269-5650 and 2835-01-269-5649) and Gearbox (2835-01-089-9299).
A firm fixed price requirements type contract consisiting of a base
year plus four options years is aniticipated; however, we would like
the industry's opinion whether this would be realistic, considering
rates and parts availability. The Standard Repair Specification (SRS)
provides the requirements for the receipt, disassembly, inspection, and
condition/test reports, overhaul/repair, re-assembly, testing,
preservation and packing of the Coast Guard configured Free (power)
turbine/gearbox. All efforts shall be made in accordance with Pratt &
Whtney/Turbo Power & Marine specifications, standards and recommended
procedures for power turbines as stated in the (SRS). This will be a
full and open competition requrement utilizing (1) OEM Pratt & Whitney
Parts only (2) OEM Technical Representative shall be present during
specific phases of the overhaul/repair and (3) OEM Technical
Representative present during the installation of a power tubine
overhauled under this contract. Technical data and/or drawings
pertaining to P&W/TP&M parts are not availbale within the Bovernment
and are proprietary. Accordingly, it is believed that this
non-availablity of technical data precludes the Coast Guard from
obtaining competition (for parts only) as they are available from only
one source. However, other potential sources can submit information
concerning their capability to supply the parts for the purpose of the
Coast Guard to determine whether to conduct a competitive procurement.
The procurement involves parts being procured for the prime equipment
manufacturer or its actual supplier. Organizations having the expertise
and required capabilities to provide the item are invited to submit
complete information discussing such capabilities as follows: (i.e.
salient physical functional and servicability, characteristics) 1) show
that they satisfactorily manufactured the part for the Government or
the prime equipment manufacturer; or 2) submit complete and current
engineering data comparing the offered parts to the OEM's to
demonstrate the acceptability of the parts. it is the Government's
belief that only P&W/TP&M, the original equipment manufacturer and/or
its dealers and distributors can furnish the required parts to ensure
the proper fit, form and function of all its components. Other concerns
having the expertise and required capabilities to furnish the above
items are invited to submit complete information discussing their
capabilities in duplicate within 15 days of publication of this notice.
No cost or pricing information is required. This is not a Request for
Proposal (RFP). The government does not intend to pay of the
information solicited. Responses must be concise and be specifically
directed to the requirement mentioned above. Concerns that respond to
the notice must fullyh demonstrate their capabilities to meet the
requirements. Adequate detailed data by which to evaluate capabilities
