formal market survey to establish potential sources for procurement of
technical support services for the AN/APR-39A(V)2 Radar Signal
Detecting Set (RSDS) which was developed by Litton Applied Technologies
Division (LATD) of San Joses, CA. The RSDS is a radar waring receiver
system which is capable of identifying different types of
threats;assessing those threats for degree of severity and
communicating that information to the pilot. The RSDS is currently
being revised via Government Directed Engineering Change Proposals
(ECP's)to provide the system with a Communication Interface Processor
(CIP) MIL-STD-1553B capability utilized in the AH-1Z/UH-1Y and a
modification of the software interface between the APR-39A and the
AAR-47 Missile Warning System (MWS) respectively. The non-recurring
engineering, aircraft integration and joint contractor/government
testing for these efforts is scheduled for a two-year period of
performance. Upon completion of these ECPs, the technical data package
including data rights for the CIP/AAR-47 Interface Software ECPs will
be integrated and introduced into production baseline and suitable for
competition in SEPT 02. The Government plans to extend the basic
current contract with LATD for a period of 26 months to ensure that all
configuration control documention is accepted/delivered to the
Government to allow for full and open competition.In addition to the
contract extension, a Contract Line Item Number (CLIN) will be added to
the basic contract to facilitate system fielding and support of
Follow-on Test and Evaluation (FOT&E). Services required include but
are not limited to field service technical support, repair, training,
threat analysis, software reprogramming, system trade studies, and
systems integration. Interested sources shall be capable of providing
the technical personnel and materials, test equipment, and
software/threat analysis facilities to manufacture and test low
quantities of AN/APR-39A(V)2 with the CIP upgrade, repair, modify or
integrate/interface the AN/APR-39A(V)2 with other onboard aircraft
systems and perform threat analysis/trade studies for the
