thaynes@pn.usbr.gov. Furnish, assemble and install three new OA/FFA,
20/26 MVA, 115kV GRD. WYE/6.9kV Delta, oil filled, outdoor service
transformers (two in operation, one as a spare) including spare parts.
Install new cabling from the generator circuit breakers to the
transformers including all accessories. Demolish existing track and
rail and install oil-spill collection, separation, and storage
capabilities. Remove and properly dispose of existing transite pipe,
and seven existing oil filled, single phase transformers including
bushings. Transformer bushings contain up to 600ppm PCBs. Solicitation
issue date is scheduled for 11/30/99. This solicitation will be issued
on a CD. Proposal due date is projected as 12/30/99. These dates are
subject to change. Award of contract is scheduled prior to 01/31/00.
Removal of first three existing transformers may begin on 09/01/00
after delivery of first new transformer. Removal of remaining existing
transformers shall begin prior to 12/01/00 after first new transformer
is in service and second new transformer has been delivered. Second
transformer must be in service prior to 03/01/01. Spare transformer
must be ready for service prior to 05/01/01. The work is located at
Anderson Ranch Dam Powerplant located on the South fork of the Boise
River in Elmore county approximately 40-miles North of Mountain Home,
about 4 miles off State highway 20. This acquisition will be a full and
open competition. The standard industrial classification code for this
work is 3612 and the size standard is 750 employees. A Firm, Fixed
Price Contract shall be awarded based on best value to the Government,
considering price and experience in construction, oil processing,
power transformer manufacture, testing, cryogenic dry out and oil
processing. The evaluation criteria will be further defined in the
