This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format in Federal Acquisition
Regulation (FAR) Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. Solicitation F09609-00-Q-0004 is
issued as a Request for Quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-13. The procurement is 100% Small
Business Set-Aside and will follow simplified purchase procedures in
FAR Part 13. The applicable Sic code is 5942; size standard $5.0m. The
following publications are required: CLIN 0001: 111 copies, Code of
Federal Regulations, Title 49, Parts 106 to 180, minimum requirements
consist of a series of two (2) softbound books released on a quarterly
basis; assuring the most current and updated information. Each issue
should feature key symbols in the margin that indicate any additions or
revisions during the previous 3 months, large size pages (8 12_ x 11_),
single column format, and a reference index; CLIN 0002: 111 copies,
International Air Transport Association (IATA) Dangerous Goods
Regulation, IATA-41, Style-English with an effective date of 01 January
2000 and must contain all amendments made by the IATA Dangerous Goods
Board, and changes to the IACO Technical Instructions issued since the
1999 edition. Both CLIN 0001 and CLIN 0002 require drop shipment in
the stated quantities to 37 locations as follows: Robins AFB, GA

Quotes should be submitted as _FOB Destination_ with all postage and
handling charges included for each CLIN. The provision at FAR 52.212-1,
Instructions to Offerors -- Commercial Items, shall apply along with
Defense FAR Supplement (DFARS) 252.204-7004, Required Central
Contractor Registration (CCR). Evaluation will be in accordance with
FAR 52.212-2 based on price. Offerors must include a completed copy of
FAR 52.212-3, Offeror Representations and Certification Commercial
Items, with quote. FAR Clause 52.212-4, Contract Terms and Conditions
Commercial Items, shall apply and is incorporated by reference. FAR
Clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Commercial Items, shall be incorporated
into any contract resulting from this notice. Applicable clauses cited
in 52.212-5 are 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3,
52.232-33, 52.232-24, and 52.232-36. Applicable DFARS clauses are
252.212-7000, Offeror Representations and Certifications-Commercial
Items, 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items. The full text of clauses may be

offeror must be enrolled in the Central Contractor Registration (CCR)
database to be considered for award of any Department of Defense (DoD)
contract. Enrollment may be accomplished electronically at:

quote, including a Dunn & Bradstreet number, to 94 LG/LGC, 1538
Atlantic Avenue, Suite 106, Dobbins ARB, GA 30069-4824. Quotes are to
be received by close of business (4:30 P.M., est.) on 3 December 1999.
Telefaxed quotes will not be accepted. All quotes shall reference RFQ
