National Park Service, Harpers Ferry Center, is soliciting proposals
for Wayside Exhibit Quality Metal Fabrication to support the production
of wayside exhibit bases. The Contractor shall provide all labor,
materials, equipment and facilities necessary to provide a variety of
standard aluminum and steel fabrication techniques for the fabrication
of wayside exhibit bases. The Contractor shall work from comprehensive
shop drawings and specifications provided by the National Park Service.
This synopsis is issued under Part 12, Acquisition of Commercial Items
of the Federal Acquisition Regulations (FAR) -- Request for Proposal
Number RP11700006. This acquisition will be conducted under the
Simplified Acquisition Procedures authorized in Part 12 as set forth in
Subpart 13.5. The Solicitation with specifications will be issued on
November 15, 1999. A detailed cost proposal and three past performance
references for for projects similar to the specifications of this RFP
shall be submitted on or beforeNovember 29, 1999. For firms selected
into the Competitive Range, a technical proposal shall be submitted on
December 14, 1999. Notification of selection into the Competitive
Range will be on December 8, 1999.The following evaluation factors will
be used to evaluate proposal submissions: (1) past performance
references for projects similar to the specifications of this RFP; (2)
one sample of metal fabrication work similar in scope and complexity;
(3) qualifications of proposed personnel proposed for use in metal
fabrication work; and (4) contract price. The Government anticipated
award of between one and three Indefinite Quantity Firm-Fixed Price
Contracts on or before January 28, 2000. These contracts will be for a
one year period with two twelve month options to extend the period of
performance. Each contract will contain a minimum workload guarantee
of $20,000. The maximum workload for each contract will be $450,000.
