synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. Solicitation F4561399T0439 is issued
as a request for quote. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-13. Standard Industrial Code is 3443. Item Description:
Explosive Containment Vessel, Trailer, and Accessories: Nabco Model 42
TCV explosive containment vessel (1 ea), Nabco Trailer Model #2 (1
ea), fender mounted tool boxes (2 ea), bomb suit locker (1 ea), on
board battery charger/converter (1 ea), and extendible flood lights (2
ea). EQUAL ITEMS WILL BE CONSIDERED. For evaluation purposes, offerors
quoting "or equal" items should submit descriptive literature with
their quote. Quotes may be faxed to Lt Jason Whittle at (509) 247-2073
or mailed to the above address. Anticipated award date is 29 November
99. Numbered Notes 13 and 23 apply. The provision at FAR 52.212-3
Offeror Representations and Certifications (Jun 1999) applies to this
acquisition. A completed-signed copy of this provision shall be
submitted with any quotation. The clause at FAR 52.212-4 Contract Terms
and Conditions (May 1999) applies to this acquisition. The clause at
FAR 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items (May 1999) applies to
this acquisition; under para (b), the following clauses are
incorporated: FAR 52.222-26 Equal Opportunity (E.O. 11246); FAR
52.222-35 Affirmative Action for Specialized Disabled and Vietnam Era
Veterans(38 USC 4212); under para (c), the following clauses are
incorporated: 52.223-3 Hazardous Material Identification and Material
Safety Data (Jan 97); 252.204-7004 Required Central Contractor
Registration (Mar 98); 52.232-33 Payment by Electronic Funds Transfer
(CCR) (May 99). The Government will award a contract resulting from
this solicitation to the responsible offeror whose offer conforming to
the solicitation will be most advantageous to the Government based on
the following factors listed in order of importance: 1) Total Cost and
2) Delivery Time 3)Contractor's past performance. The Government will
conduct an assessment of performance risk based on the offeror's recent
and relevant performance. In assessing performance risk, the Government
will (a) seek questionnaires and (b) use data independently obtained
from other Government and commercial sources. The purpose of this
assessment is to identify and review relevant present and past
performance and then make an overall risk assessment of the offeror's
ability to fulfill this requirement. Offerors shall provide a list of
at least two of the most recent and relevant past and present contracts
fulfilled for federal agencies and commercial customers within the last
three years. Furnish the following information for each contract: (a)
company/division name, (b) item(s) provided, (c) contracting agency,
(d) contract number, (e) contract dollar amount, (f) date of delivery,
(g) name, address, and telephone number of the contracting officer,
and (h) comments regarding the contract performance. Offers are due by
23 November 99 NLT 2:00PM. Simplified Acquisition Procedures will be
