A -- PASSIVE SURVEILLANCE RADAR (PSR) ENGINEERING DEVELOPMENT MODEL (EDM) SOL N68936-00-R-0014 POC Derrick Hu, Contract Specialist, (760) 939-9655 The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to procure on an other than full and open competition basis, an upgrade to a Passive Surveillance Radar (PSR) Engineering Development Model (EDM) and Support. The contract is to provide design and fabrication of the PSR EDM unit and integration testing of the EDM unit with the NAWCWD control computer and operator interface software. Options for PSR EDM spares, maintenance support, and engineering support for field developmental tests, platform integration, and sea tests of the system may be exercised upon completion of the initial EDM development. Negotiations will be conducted with Syracuse Research Corporation (SRC), Syracuse, NY. SRC designed, developed, and fabricated a prototype PSR unit which was recently tested at sea on a submarine with support from NAWCWD, China Lake. The test results led to a decision by the Naval Sea Systems Command (NAVSEA) to continue development of the PSR. This procurement will develop a PSR EDM that incorporates the features which were identified during sea tests. An IDIQ contract is contemplated for a three-year base period starting approximately 31 Dec 99, and two one-year option periods. Delivery schedule will be in accordance with individual delivery orders. Approximately 11,700 hours are anticipated for the basic three years and approximately 3,900 for each of the two option years.
