(Foundation)is an independent agency of the U.S. Government located in
Arlington, Virginia. Its primary work consists of grant-making and
related research, evaluation, and dissemination activities benefiting
foreign non-governmental organizations (NGOs) working to improve the
lives of poor and disadvantaged people in Latin America and the
Caribbean. The Foundation is seeking to contract in a cost sharing
fashion for photographic services to take photographs of selected
on-going rural and urban grassroots development grant projects in
Panama, Ecuador, and Nicaragua, for journals and other publications of
the Foundation. Please note that this requirement should be undertaken
only in conjunction with other assignments in the subject geographic
areas since funds are not available to provide for all of the
contractor's expenses. The photographer must write and speak spanish
fluently. The average length of time per assignment(s) in any given
country is three to four days. All photography contracted for shall
becomes the sole property of the Foundation. The contractor is
responsible for all country entrance and exit visas. The period of
performance of the resulting contract is one year from the date of the
contract award, plus four additional one-year options. The anticipated
RFQ issue date is approximately 15 days after publication of this
notice, and proposals will be due approximately 14 days after the issue
