COST ENGINEERING, COST ESTIMATING, VALUE ENGINEERING AND PROJECT

Architect-Engineer services for Cost Engineering, Cost Estimating,
Value Engineering, and Project Management to be procured in accordance
with PL 92-582 (Brooks Act) and FAR Part 36, are required for various
projects. One indefinite delivery contract will be negotiated and
awarded, with a base period not to exceed one year and two additional
option periods not to exceed one year each. The monetary amount of each
contract period will not exceed $1,000,000.00 each. An option period
may be exercised when the contract amounts for the base period or the
preceding option have been exhausted or nearly exhausted. Work will be
issued by negotiated firm-fixed- price work orders. Award of the
contract is anticipated to be made in March 2000. This announcement is
open to all businesses regardless of size. If a large business is
selected for this contract, it must comply with FAR 52.219-9 regarding
the requirement for a subcontracting plan on that part of the work it
intends to subcontract. The plan is NOT required with this submittal.
The wages and benefits of service employees (see FAR 22.10) performing
under the resulting contract must be at least equal to those determined
by the Department of Labor under the Service Contract Act. PROJECT
INFORMATION: A-E services required will be cost engineering, cost
estimating, value engineering studies and project management services
for civil works, military, and hazardous, toxic, and radioactive waste
(HTRW) projects. These projects may be located anywhere within the
United States. Work will require use of MCACES cost estimating software
developed by Building Systems Design, Inc., Atlanta, Georgia. Primavera
project management software, and the Corps PROMIS software. Prospective
firms must have experience in cost engineering and project management
for civil works, military and HTRW projects and experience with the
Corps of Engineers value engineering process. SELECTION CRITERIA: See
Note 24 for general A-E selection process. The selection criteria are
listed below in descending order of importance. Criteria a-d are
primary. Criteria e-f are secondary and will only be used as
"tie-breakers" among technically equal firms. a. Professional
Qualifications: Education, training, registration, and longevity with
the firm of key management and technical personnel. b. Capacity: Firm
must show available capacity of key disciplines to perform work in a
timely manner. c. Specialized experience: Firm must demonstrate
specialized experience on similar projects, in the use of required
software, and in the Corps of Engineers cost engineering, project
management and value engineering processes. d. Past performance:
Performance on contracts with Government agencies in terms of Quality
of work and compliance with performance schedules. e. Extent of
participation of SB (including WOSB), SDB,historically black colleges
and universities, and minority institutions in the proposed contract
team, measured as a percentage of the total estimated effort. f. Volume
of DOD contract awardsduring the last 12 months as Described in Note
24. SUBMISSION REQUIREMENTS: See Note 24. For general submission

must submit two copies of SF 255 (11/92 edition) and two copies of SF
254 (11/92 edition) for the prime firm and all consultants, to the
above address not later than the close of business on the 30th day
after the date of this announcement. If the 30th day is a Saturday,
Sunday, or Federal holiday, the deadline is the close of business of
