Deficiencies at the Ralph H. Johnson Dept. of Veterans Affairs Medical
Center, Charleston, SC. Provide services in two phases. SIC: 8712.
Phase I shall survey the existing facility for building code
compliance. Phase II shall be negotiated after completion of Phase I
and shall be for the remedial actions recommended by the first phase of
the work. The A/E will survey an existing 384,000 sq.ft. 5-story
Medical Center for compliance with the uniform building code & the NFPA
101 Life Safety Codes. The services of a Certified Fire Protection
Engineer shall be used. The survey shall produce a code analysis of the
existing facility addressing occupancies, construction, exits and
agress, site accessibility, parking, toilets, public facilities, fire
resistive standards, vertical transport systems, fire protection
features, etc. It shall indicate existing conditions, and propose
corrective measures, repairs and/or modifications which may be required
along with a statement of probable costs for the proposals. Work not a
part of these services includes the addressing of accessibility codes,
mechanical codes, electrical codes, fire alarm systems, & fire
sprinkler systems. Phase II shall prepare drawings, specs, & estimates
suitable for competitive bid to correct the deficiencies selected by
the Medical Center from the report prepared in Phase I, for Project No.
534-00-101, Correct Safety Deficiencies. All professional services
shall be a part of the design team announced in the SF 254's and 255's.
Specific evaluation factors, not in priority order, to be used in
evaluating A/E firms shall be: 1) Professional qualifications of the
entire team as necessary for the satisfactory management, coordination,
and performance of the required services. The team will be given
particular attention for its overall coordination; previous experience
in working together as a team; and estimating capabilities. Individual
members of the team will be considered for their professional
qualifications, experience, and background relevant to the project; 2)
Specialized experience and technical competence by all members of the
team in health care facilities, their background in similar type work;
3) Prior experience by all members of the team in the surveying of
existing facilities, code analysis, design of alterations, maintenance
and repair projects, development of conceptual designs, and
preparation of construction documents including, estimates and
specifications; 4) Inclusion of a Certified Fire Protection Engineer as
a member of the team; 5) Capacity of all members of the team to produce
construction documents (Phase II services) by June 2000, and a
demonstrated ability to design within a given budget; 6) Past
performance of all members of the team on contracts with Government
agencies as well as private industry, in terms of cost control, quality
of work, and compliance with performance schedules; 7) Location of the
principle firm in regards to its ability to respond to, and to
communicate effectively with this Medical Center, and as regards its
ability to coordinate its work with this Medical Center operational
constraints and limitations; 8) Computer Assisted Drafting
capabilities. AudoCad formats will be required. (Estimated
construction: $150,000) A/E firms are required to respond in writing if
interested & shall submit a completed SF 254 & 255. SF 254's are NOT
kept on file at this Medical Center. Firms responding to this
announcement by Close of business (4:30 PM, Charleston, SC, time),
December 6, 1999, will be considered. Firms selected for interview will
be requested to present their approach for this project & demonstrate
their experience. This is not a request for proposal. Contract award is
