THIS IS A UNIQUE SERVICE WHICH PROVIDES LEGAL LIBRARIES THAT CAN BE ACCESSED ELECTRONICALLY. THE PERIOD OF PERFORMANCE FOR THIS SERVICE WILL BE FOR A PERIOD NOT LESS THAN ONE YEAR WITH OPTIONS TO EXTEND THE PERIOD OF PERFORMANCE FOR FOUR (4) ADDITIONAL ONE-YEAR PERIODS. THE DATES WILL BE DETERMINED BY FISCAL YEAR. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from FROM LEXIS-NEXIS; 1150 18TH STREET, NW, WASHINGTON DC 20036. THE AUTHORITY FOR THIS PROCUREMENT IS 10 U.S.C. 2304(C)(1), COMPETITIVE NEGOTIATION IS NOT PRACTICAL. THIS SERVICE IS THE STANDARD LEGAL RESEARCH SERVICES USED IN THE LEGAL PROFESSION. The Government intends to acquire a commercial item using FAR Part 12. the Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested firms have FIFTEEN (15) days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the FIFTEEN (15) days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
