Indefinite Delivery/Indefinite Quantity Environmental Services Contract
for Hazardous, Toxic, and Radioactive Waste (HTRW) within the Great
Lakes and Ohio River Division boundaries, and to support missions
assigned to Nashville District. This is a 100% Small Business Set
Aside. Contract will have a basic performance period of five (5) years,
with no limitation on the cumulative amount of task orders awarded in
any one year, up to the contract amount. Performance is expected to
begin during FY00. The total contract will not exceed $10 million and
no task order will exceed $2 million. The minimum award will be
$200,000. Task orders will be issued on a negotiated firm-fixed price
basis. The successful contractor shall be able to demonstrate the
ability to execute task orders related primarily to the remediation of
hazardous and toxic waste sites under the control of the Federal
Government, or which the Federal Government is the proprietor or
potentially responsible party. Work will include design and
construction related to remediation. The SIC 8744 work may include, but
not be limited to: sampling and analyzing contaminants at hazardous and
toxic waste sites or potentially toxic sites; emergency spill
containment; removing, treating and disposing of wastes from ordnance,
explosives, and/or radiation; ordnance identification and avoidance;
removal of underground storage tanks; testing of soil and water
samples; installing monitoring wells; well abandonment; constructing
caps, slurry walls and grout curtains; removing unsafe buildings with
or without asbestos; designing and installing soil venting systems,
groundwater treatment systems, and thermal extraction systems;
installing new tanks and water supply systems; short term operation and
maintenance of facilities; and the preparation of work plans, as-built
drawings and miscellaneous other documents as specified in individual
task orders. The solicitation will be competitively awarded based on
the evaluation factors established in the Request for Proposal. The
Request for Proposal will be issued o/a 25 Nov 99 and will only be
available on CD-ROM. Written requests must include the Solicitation
