Field Support and Training Sources Sought, ASC/YF, FS&T Contracting,
Attn: ASC/YFK. Sources are sought by the Air Force to identify
responsible potential sources in regards to the acquisition of Field
Support and Training (FS&T) for fielded F-22 aircraft. The F-22
"Raptor" Advanced Tactical Fighter is a single- seat, twin-engine,
all-weather fighter aircraft designed and optimized to meet the mission
and system performance requirements set forth in the USAF F-22 System
Specifications. Designed primarily as an air superiority fighter the
Raptor uses a combination of agility, low observable (LO) features,
supercruise technology and advanced, integrated avionics in order to
meet and defeat current and future airborne and air defense threats.
The FS&T contractor shall be responsible for the Total System
Performance and Support Responsibility (TSPSR) including complete
acquisition and sustainment support, system engineering, depot repairs,
modification planning and evaluations, materiel management, and
logistics support for the F-22 weapon system. This includes tasks such
as: business administration, technical assistance, engineering,
supply, logistics, program plans and controls, innovations and
improvements, and depot maintenance. A Request for Proposal (RFP) is
anticipated being issued on or about March 2000 soliciting a proposal
for contractor logistics support for 2001, 2002, and 2003. Lockheed
Martin Corporation, Lockheed Martin Aeronautical Systems (LMAS)
division, Marietta, GA, is currently the prime contractor for the
engineering and manufacturing development of the F-22 aircraft, the
production aircraft, as well as the field support and training.
Therefore, this field support and training effort is planned to be
procured as a sole-source action in accordance with FAR 6.302-1(a)
(ii). An Ombudsman has been appointed to address concerns from offerors
or potential offerors during the proposal development phase of this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. When requested, the Ombudsman shall
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
