A76_studies@pearl.fisc.navy.mil. A-76 COST COMPARISON STUDY OF THE
OCEAN TERMINAL FUNCTION AT THE FLEET AND INDUSTRIAL SUPPLY CENTER
(FISC), PEARL HARBOR, HAWAII. An A-76 cost comparison study is being
conducted on the Ocean Terminal function at Pearl Harbor, HI in
accordance with OMB Circular A-76 Cost Comparison procedures. FISCPH
anticipates issuing a solicitation on a five-year contract to operate
and manage the Ocean Terminals Department at Pearl Harbor, HI. The
Standard Industrial Classification (SIC) Code is 4491 and the small
business size standard is $18.5 million. Based on the results of the
cost comparison, the Government may elect to award a contract or retain
the function in-house. In the event the function is contracted out, the
sucessful offeror shall provide services which will consist of ocean
cargo traffic management and documentation, stevedoring services to
load and unload break bulk cargo, vehicles, milvans, and Seavans,
provide transit shed receipt, storage of cargo and container stuffing,
provide line handling services, crane and rigging services incident to
loading and unloading as well as placing and removing platforms,
gangways, and brows. Forty-one (41) civilian personnel are affected by
the study. In the interest of furthering competition under the
anticipated acquisition, interested parties will be given an
opportunity to review and submit comments regarding the Government's
draft Performance Work Statement (PWS) for this effort. The draft PWS
will be available on or about 17 December 1999. To identify potential
sources, FISC Contracting Department requests that all interested
