Aeronautics and Space Administration (NASA) is soliciting information
from potential sources to support the human factors (HF) goals of the
Kennedy Space Center (KSC), Safety and Mission Assurance, Integration
and New Initiatives Directorate. We are interested in encouraging the
development and testing of new HF concepts and technologies which may
support the vision/mission of HF at KSC. The HF vision is for HF
concepts and methodologies to become integral in all KSC processes
involving design, development, operations and mishap investigations.
The specific HF goals are as follows: 1) HF policies, requirements, and
standards are to be integrated into KSC design and operational
requirements/processes. 2) HF policies, requirements, and standards are
to be integrated into KSC mishaps investigation requirements/processes.
3) KSC line organizations are to become proficient in applying required
HF principles and methodologies. 4) KSC will have access to people
recognized as experts in the HF discipline that provide consultation to
line organizations regarding HF issues. 5) HF knowledge at KSC is to be
maintained/updated, so that the HF program at KSC remains current with
the state of the art. Interested firms having the required specialized
capabilities to meet the above requirements should submit a capability
statement of (6) six pages or less. The capability statement should
specifically address your firm's experience in HF implementation and
how this experience would be applied to the KSC HF goals described
herein. You are encouraged to provide a brief description of your
firm's specific approach to implementation of an HF program at KSC. To
assist in developing a budget estimate for this project you are also
encouraged to provide a Rough Order of Magnitude (ROM) estimate of the
cost of implementing such a program at KSC. Technical questions should

not be notified of the results of the evaluation. Respondents deemed
fully qualified will be considered in any resultant solicitation for
the requirement. No solicitation exists; therefore, please do not
request a copy of the solicitation. If a solicitation is released it
will be synopsized in the CBD and on the NASA Acquisition Internet
Service. It is the potential offerors responsibility to monitor these
sites for the release of any solicitation. The Government reserves the
right to consider a small business or 8(a) set-aside based on
