combined synopsis/solicitation for commercial items/services prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation WILL NOT be issued, however, the below items are
only a summarized version of the Statement of Work (SOW.) A complete
copy of the SOW can be obtained upon request by November 9, 1999 (see
below). The solicitation number is EXIM-00-R-0002 and is being issued
as a Request for Proposal (RFP.) The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-13. This acquisition is unrestricted. The
Standard Industry Classification (SIC) Code is 8742 the Business Size
Standard is $5M. The Export-Import Bank of the United States (Ex-Im
Bank) is seeking a professional consultant to advise and represent it
in areas relevant to its strategic marketing/communications efforts and
organizational structure. Such representation will include, among other
things, review and evaluation of existing organizational structure and
day-to-day operations, recommendations on message development,
positioning and branding strategies, development of strategic marketing
and communications tools such as its annual report, annual conference
and other Ex-Im Bank sponsored events, web site, informational
materials and various outreach initiatives and strategic partnerships.
The Contractor shall provide centralized administrative clerical
support, documentation and related functions. The Contractor shall
prepare a management plan describing the technical approach,
organizational resources and management controls that will be employed
to meet the cost, performance and schedule requirements throughout the
contract execution. The Contractor shall provide a monthly status
report. The Contractor shall provide technical and design
recommendations, editorial input; product and/or designrecommendations
to enhance the marketing capability of the Ex-Im Bank products and
services to the exporting and financial service community. The
Contractor shall make design and content recommendations to its
informational materials, including annual report, web site (and other
interactive media), program "Fact Sheets," and advertising pieces that
clearly and attractively convey a positive, customer-centric,
solutions-provider image to the exporting and financial community. The
Contractor shall review current operations and organizational
structure, review marketing strategy and materials, assisting the Ex-Im
Bank in this area by recommending new venues, channels and materials
for increasing the customer base. The Contractor shall produce
strategic recommendations for a cost-effective branding and positioning
program. The Contractor shall evaluate the effectiveness of the Ex-Im
Bank informational materials. The Contractor shall assist the bank in
educating the customer, conduct a marketing audit, recommend marketing
initiatives and provide technical advice. EVALUATION CRITERIA: Ex-Im
Bank will evaluate the submissions from prospective contractors based
on the following criteria which is listed in descending order of
importance: technical, past performance and price. If a prospective
Contractor intends to subcontract portions of the Ex-Im Bank project to
other firms, all prospective subcontractors must be identified by name,
with the services they will provide and submit this information with
the proposal to be approved by Ex-Im Bank. (Please limit written
proposals to 15 pages.) (1) Technical Capability -- Must demonstrate an
understanding of policies/regulations impacting financial services
industry and their relationship to the exporting community. Marketing
and public relations experience. Extensive experience in developing
media coverage targeted to financial services industry. Experience with
the Federal Government and any specific knowledge of international
trade, exporting and financial services industry. Ability to interact
with senior management, understand the Bank's programs and policies,
and translate them into effective message points as necessary. (2) Past
Performance -- Must have prepared, produced, and delivered effective
marketing and communications materials including, print and video for
financial services entities. Must have developed products, tools and
strategies that effectively communicated a financial institution's
services. Provide a minimum of 3 government or non-government
references to which the same or similar services have been delivered
within the last 5 years. References shall include the contract number,
type of services and when the services were actually delivered, point
of contact and a telephone number(s). Offerors are responsible for
ensuring accuracy and currency of references given. Government
evaluators will make no further effort to contact references beyond the
information given in the proposal; and (3) price -- total price.
Clauses and provisions are incorporated by reference and can be

solicitation incorporates the following provisions and clauses by
reference. Federal Acquisition Regulation (FAR) 52.212-1, Instruction
to Offerors-Commercial Items with the following addenda: Per FAR
12.603(b) and SF 1449 is not used. Paragraph (c), period of acceptance
of offers -- Offeror agrees to hold the prices in its offer firm for
60 days after Government receipt of proposals. Paragraph 11, offers
must provide a statement specifying the extent of agreement with all
terms, conditions, and provisions included in the solicitation. Offers
that fail to furnish this information may be excluded from
consideration. FAR 52212-3, Offer Representations and
Certifications-Commercial Items (incomplete or omitted Representations
and Certifications may be considered non-responsive.) FAR 52.212-5
Contract Terms and Conditions Required To Implement Statutes or
Executive Orders-Commercial Items, to include clauses (1), (5),
(12),(13), (14), and (15), FAR 52.212-4, Contract Terms and
Conditions-Commercial Items. FAR 52.212-2, Evaluation-Commercial Items
with the above evaluation criteria substituted for paragraph (a).
Additional Clauses: FAR 52.216-1, Type of Contract. The Government
contemplates award of a Firm-Fixed Price Type contract resulting from
this solicitation. A complete copy of the SOW can be obtained upon

1999. Offerors must submit all technical questions concerning this
solicitation in writing. Ex-Im Bank must receive any questions by
November 9, 1999. Due to the Continuing Resolution and based on the
approval of the Continuing Resolution, this acquisition is issued
subject to availability of FY 2000 funds. Authorization is granted to
