AWARD OPPORTUNITY ANNOUNCEMENT (A NASA-sponsored program administered
by the Kennedy Space Center) PROPOSALS DUE: December 6, 1999 Through
this Announcement, the National Aeronautics and Space Administration
(NASA) solicits proposals from accredited Historically Black Colleges
and Universities (HBCUs) to partner with NASA by administering
logistical tasks required for undergraduate students to participate in
the Spaceflight and Life Sciences Training Program9s (SLSTP) 2000
summer course. PURPOSE: The SLSTP provides an annual six week summer
course at the Kennedy Space Center (KSC). The principal purpose of the
SLSTP is to use the exciting and unique resources of KSC to expose
bright, diverse undergraduate students from across the country to the
possible career paths available in NASA9s Life Sciences and Engineering
disciplines. An academic partner would provide: qualified student
applicants; counselors to assist during the course; transportation to
and from the Central Florida area (at beginning and end of course);
lodging, local transportation, and a monetary food allowance during the
course; and college credit to students upon successful course
completion. The six week course begins each year in mid-June. Students
must be medically insured during the course. CONTEXT: The SLSTP is
sponsored by three partners from NASA Headquarters (HQ) and the Kennedy
Space Center. The HQ partners are the Division of Life Sciences (Code
UL), the Office of Spaceflight (Code M), and the Minority University
Research and Education Division (Code EU). Numerous objectives of each
partner are effectively integrated into the SLSTP9s unique
implementation. The diverse students work in interdisciplinary science
and engineering teams to learn how NASA accomplishes its research
objectives using current resources such as the Space Shuttle and
International Space Station. Students also learn the scientific and
engineering challenges NASA must resolve before it can succeed in
future missions, such as those that will go beyond earth orbit. The
grant will be awarded for the 2000 calendar year, and will include 4
annual renewal options. The annual award will be in the range of
$228,000-$280,000. The SLSTP 2000 course will educate 24-30 American
students. The Canadian Space Agency also participates in the SLSTP, and
would pay the academic partner for expenses incurred by the
CSA-sponsored students (estimated to be 2 students per year).
Activities to be performed in the 2000 calendar year include: 1/31-3/3:
Help KSC personnel evaluate student applications; recruit counselors.
3/6-3/17: Notify selected students and counselors. Prior to June:
Complete required travel and lodging arrangements, train counselors.
ELIGIBILITY: The grant must be awarded to an HBCU. The HBCU must be
able to attract a variety of qualified students, including those from
under-represented minority populations, and must be able to hire
qualified counselors. The HBCU needs to form a partnership with NASA
that benefits the SLSTP's sponsors' objectives. DEADLINES: Letters of
