Management Agency (FEMA) seeks a contractor with the capabilities
required to conduct administrative investigations of a non-criminal
nature. This includes, but is not limited to, the investigation of
possible administrative violations and the preparation of written
reports of investigative findings in a timely and cost-effective manner
and in accordance with the "Quality Standards for Investigations," set
forth by the President's Council on Integrity and Efficiency (PCIE).
FEMA requires these investigations and reports so that those agency
officials responsible for enforcing FEMA standards of conduct have a
factual report upon which to determine whether an administrative
violation has occurred and, if so, whether the Agency should take
action as a result of that violation. Furthermore, the information
developed during an investigation must be gathered, stored, and
disseminated in accordance with the Privacy Act of 1974. The
procurement will be conducted pursuant to full and open competition
procedures and in accordance with FAR Part 15. The Government intends
to award a contract on a best value competitive proposal process. The
contract type will be Indefinite Quantity / Indefinite Delivery with
Performance Based Task Orders to be issued on a Cost-Plus-Fixed-Fee
basis. The period of performance of the contract is anticipated to last
from the effective date of award through the following twelve (12)
months, with provisions for up to four (4) option periods, which will
last for a period of twelve (12) months each. All requests for a copy

contain the full name and address of the firm as well as the name and
telephone number of the primary point of contact for this procurement
