Management (OPM) intends to negotiate on a sole source basis with
National Computer Systems, 2510 North Dodge Street, Iowa City, Iowa
52240, to provide telephone support services for the period of January
1, 2000, through March 31, 2000. The contractor shall perform the
following services and functions to include (but not limited to)
establish and staff a call center to handle an estimated 25,000 calls
per month with an average speed of an answer of five seconds or less
and an average talk time of 3.5 minutes or less. Additionally, the
contract shall process a full range of Federal Employees Health
Benefits' transactions including responding to inquiries from
annuitants and FEHB Program plans concerning enrollment changes,
respond to and perform less complex retirement and insurance
transactions including death reports, transcription services, and
filling OPM forms and pamphlets requests within the time frames
specified by OPM. All interested parties who believe they can meet this
requirement at a cost lower than National Computer Systems should
submit in writing a substantive statement specifying their ability to
meet these requirements. Responses must indicate whether offered
services are available under a GSA Schedule and must include the GSA
contract number, if available, prices and sufficient information to
establish a capability to fulfill the requirement. If applicable,
include a copy of the schedule. The Government does not intend to pay
for information provided. Oral communication will not be accepted. No
contract award will be made on the basis of any responses to this
notice because this is a synopsis of intent to negotiate on a sole
source basis and is not a solicitation document. No solicitation
document exists, therefore, a request for a solicitation document will
not be considered an affirmative response and will be disregarded.
Information received as a result of this notice will be considered
solely for the purpose of determining whether to conduct a competitive
procurement. If no affirmative written responses are received within
fifteen (15) calendar days after the publication of this synopsis
indicating that a source is available, that can perform these services,
an order will be placed with National Computer Systems. Posted 11/04/99
