DSCR BEST VALUE MEDALIST CRITERIA CRITERIA FOR SELECTING DSCR'S BEST VALUE MEDALISTS TO BE PRESENTED AT THE YEAR 2000 BUSINESS CONFERENCE As previously announced (see announcements posted September 22, 1999), DSCR will be unable to measure contractors' performance using the DSCR Center Score after November 1999. With the arrival of ABVS, Center Scores are being converted to DLA-wide scores. Consequently, DSCR must change the criteria for selecting the Best Value Medalists. For this year only, DSCR will use each contractor's DSCR Center Score from the January 15, 1999 update to the November 1999 monthly update for selecting the Best Value Medalists. Although less than a full year, we feel using these ten months is the fairest approach. This approach avoids duplicating negative data from previous selections and uses the most current data before the switch to ABVS. We will use the following criteria for the selections: LEVEL CLINS ABVS CENTER SCORE Gold 10+ 100 Silver 10+ 99.0 99.9 Bronze 10+ 98.0 98.9 NOTE: These are the minimum qualification criteria and do not assure final approval. Although we will use the November 1999 ABVS monthly run for determining qualifiers, the data that will be available on the EBB and/or Web Site will reflect the combined DLA data. To capture the Center Scores, DSCR will maintain a separate database that will not be displayed on the EBB or Web Site. In order for us to accurately determine the qualified finalists, it is very important that you review and challenge the data on the EBB or Web Site as soon as possible after the November run. However, challenges for determination of the1999 Best Value Medalists should be submitted by January 31, 2000. We will apply the challenges to the new ABVS database and the Medalists database, adjusting both scores accordingly. We will notify the Best Value Medalists by mail by March 30, 2000. We will present the awards at the annual DSCR Business Conference, scheduled for June 6-7, 2000. More information about the conference will be posted later. REMINDER: DSCR uses ABVSratings as well as other Past Performance criteria as evaluation factors in making best value award decisions. Receiving a Best Value Medalist award has no impact on those award decisions. The Best Value Medalist presentations are DSCR's way of recognizing contractors who maintain high performance standards.
