COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 8,1999 PSA#2471A -- TWO CIVIL LIGHT AIRCRAFT TO ACT AS TESTING AND DEMONSTRATION
PLATFORMS CARRYING ELB ACTD COMMUNICATIONS RELAY EQUIPMENT This
acquisition is a 100% small business set-aside. The Standard Industrial
Classification (SIC) Code is 7359 and the Manufacturer Small Business
Size Standard is no more than 1,500 employees. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included, in this notice. This announcement constitutes the
only solicitation; proposals are being requested, and a written
solicitation will not be issued. This solicitation, N00014-00-R-0001,
is a request for proposal (RFP). The incorporated provisions and
clauses of this acquisition are those in effect for Federal Acquisition
Regulation (FAR) through Federal Acquisition Circular 97-12 and for
Defense Federal Acquisition Circular 91-13. The Office of Naval
Research (ONR) has a requirement to support the communications and
networking area, Extending the Littoral Battlespace (ELB) Advanced
Concept Technology Demonstration (ACDT), is seeking the availability of
two civil light aircraft to act as testing and demonstration platforms
carrying ELB ACTD communications relay equipment. The specific
requirements to be supported include: (1) Two aircraft with FAA
certified instrument rated flight crew able to fly in Central/Southern
California, vicinity of Yuma, Arizona and off shore military warning
areas; (2) Aircraft able to operate with full ELB payload and two
operators from runways with minimum length of 3500 feet; (3) Able to
provide full FAA approved maintenance capability; (4) Ability to
fabricate/integrate/install ELB relay package into each aircraft using
Government Furnished Equipment and approximately 6-8 antennas
installed on the exterior of each aircraft, and receive prompt FAA
Certification of ELB relay equipment; (5) Carry 100 lbs air relay
payload (not less than 5.0 cu feet) with passenger seating and ICS/VHF
communications for payload operator and observer for total weight of
500 lbs; (6) Full IFR all-weather capability for take off, land and
transit to station. All loiter time on station VMC/VFR; (7) At least
one of the aircraft must be able to operate at 25,000 feet altitude or
higher and the second aircraft must be able to operate at 10,000 feet
or higher; (8) Electrical Power Requirements B Low altitude (10,000
ft) aircraft must have at least 20 amps of 28VDC available to ELB air
relay payload package. The high altitude aircraft (25,000 ft) must have
at least 1 kW power available to the ELB air relay payload package; (9)
Loiter airspeed for both aircraft of 120 KIAS or less; (10) Loiter up
to 5 hours w/o refueling; (11) Turnaround time max 1.5 hours (i.e.
after landing able to service, refuel and takeoff and be on station
within 20nm of take off field in 1.5 hrs or less); (12) Annual flight
hours, base 200 hours/aircraft, up to 200 optional hours/aircraft; (13)
Available for payload flight testing in the Southwestern U.S. (from 35
degrees N Latitude to Mexican border and from 114 degree W Longitude
west to the U.S. Air Defense Identification Zone)and in Central
California area (from Monterey south to San Luis Obispo and from 70 nm
inland west to the U.S. Air Defense Identification Zone) within 30
days of contract award; (14) Able to fly missions supporting ELB Full
Systems Testing and Operational Demonstrations in California and
Arizona and be able to fly to/from and operate at the Gulf of Mexico
Region for up to 20 days in September 2000; and (15) Respond to ELB
test scheduling requirements with fully capable ELB air relay aircraft
and crew with 72 hours advance notice. The contract will contain a
base and four option Contract Line Items (CLINs) for a total of 400
hours and the duration of this contract, including options, will not
exceed thirteen (13) months. The distribution of hours and period of
performance for this effort is 200 hours for CLIN 0001 from on or about
15 December 1999 through seven (7) months thereafter, 50 hours for
Option CLIN 0002 from effective date of option exercise through 30
September 2000, 50 hours for Option CLIN 0003 from the effective date
of exercise through 31 October 2000, 50 hours for Option CLIN 0004 from
the effective date of exercise through 30 November 2000, and 50 hours
for Option CLIN 0005 from the effective date of exercise through 31
December 2000. Proof of insurance is required prior to contract award
and acceptance is the Office of Naval Research. The proposal must
demonstrate an understanding of all the requirements covered in the RFP
terms and conditions. General statements that the offeror can or will
comply with the requirements, that standard procedures will be used,
that well known techniques will be used, or paraphrases of the RFP
Statement of Work or Specification in whole or in part, will not
constitute compliance with these requirements concerning the content of
the technical proposal. Offerors will be evaluated in accordance with
FAR 52.212-2, Evaluation of Commercial Items (JAN 1999) which applies
to this acquisition. The specific evaluation criteria under paragraph
(a) of FAR 52.212-2 shall be used to evaluate offerors (1) past
performance; (2) technical expertise of the item offered to meet ONR's
needs, and (3) price. Past performance and technical expertise when
combined, are of higher importance compared to price. Offerors are
advised to include with their offer a completed copy of the provision
at FAR 52.212-3, Offerors Representations and Certifications of
Commercial Items. The FAR and DFAR provisions and clauses cited herein
